HL7 Cross-Paradigm Domain Analysis Model: Vital Records, Release 5
DESCRIPTION
The Vital Records Domain Analysis Model (VR DAM) is the authoritative statement of foundational requirements for the design and development of health information exchange standards in Health Level Seven (HL7) related to vital records information flows. It facilitates consistency in the content and encoding of required vital records data and helps to ensure that HL7 standards developed for the vital records domain are derived from a common authoritative set of workflow and information requirements.

- The DAM has been used to align the terminology bindings used in the v2.6 and FHIR versions of VR Death Reporting IGs.
- The DAM is used as a base reference to the VR Birth Defects DAM.
DEVELOPMENT BACKGROUND
The VR DAM mapping project has a cross-functional project team consisting of representatives from the National Center for Health Statistics (NCHS) at the Centers for Disease Control and Prevention (CDC), vital records domain subject matter experts, HL7 Vital Records information exchange standards specification authors, and professional modeling facilitators/business analysts. The Vital Records Domain Analysis Model is a work product of the Health Level Seven Public Health Workgroup sponsored by the Centers for Disease Control and Prevention/National Center for Health Statistics (CDC/NCHS).CDC/NCHS and other vital records stakeholders are collaborating and providing support for the development of standards to enable interoperability between clinical information and Vital Records systems.
Over six million vital events are reported each year from data derived from birth certificates, death certificates and fetal death reports. Vital statistics data are used to monitor and improve the nation’s health. Detailed vital records data are transmitted to the Centers for Disease Control and Prevention / National Center for Health Statistics.
The scope of the VR DAM includes the receipt of vital records reports by jurisdictional vital records offices directly from providers or indirectly by way of local vital records offices and the reporting of vital record events by the jurisdictional vital records office to the National Center for Health Statistics.
