DESCRIPTION

This implementation guide describes the CARIN for Blue Button® Framework and Common Payer Consumer Data Set (CPCDS), providing a set of resources that payers can display to consumers via a FHIR API.

  • Enables consumer-directed exchange of commercial Health Plan/Payer adjudicated claims data to meet the requirements of the CMS Interoperability and Patient Access final rule.

IMPLEMENTATIONS/CASE STUDIES

  • Consumer Applications / Payers. This use case enables a consumer or an authorized caregiver who invokes their HIPAA Individual Right of Access (45 CFR 164.524) to request their digital health information from a HIPAA covered entity (CE) via an application or other third-party data steward.

DEVELOPMENT BACKGROUND

This guide has been developed over the course of several years with feedback from a diverse group of industry stakeholders, both through regular CARIN Alliance calls, balloting, and several testing events.
