The Permanent Bureau of the HCCH is pleased to announce the publication of the Vol. XXV / Spring-Summer 2024 edition of the Judges' Newsletter on International Child Protection! This latest edition of the Judges’ Newsletter is dedicated to the Conclusions and Recommendations (C&Rs) adopted by the Eighth Meeting of the Special Commission (SC) on the Practical Operation of 1980 Child Abduction and 1996 Child Protection Conventions, which took place from 10 to 17 October 2023. Vol. XXV of the Judges’ Newsletter accompanies the C&Rs and aims to provide context and insight into the background of the discussions during the SC that ultimately led to the language of the adopted C&Rs. The full collection of editions of the Judges Newsletter, including Vol. XXV, is available for download on the HCCH website. The Permanent Bureau of the HCCH is delighted to announce the publication of the Practical Handbook on the Operation of the 2000 Protection of Adults Convention! The Practical Handbook is intended to assist current and prospective Contracting Parties to the 2000 Protection of Adults Convention by providing practical guidance on the implementation and operation of the Convention, which provides for the protection in international situations of adults who, by reason of an impairment or insufficiency of their personal faculties, are not in a position to protect their interests. The Practical Handbook draws upon the experiences and practical examples provided by experts from Contracting Parties with experience in the implementation and operation of the Convention, as well as by experts from States which are considering becoming Parties to the Convention. On 11 December 2024, a meeting of the Administrative Cooperation Working Group (ACWG) was held online, hosted by the Permanent Bureau (PB) in The Hague. The meeting was attended by 43 delegates and other experts, representing 19 HCCH Members and one Observer, as well as by members of the PB. The ACWG continued discussing and finalising updates to the Country Profile on the 2007 Child Support Convention in the light of comments received following its circulation among Members and Contracting Parties. The updated version of the Country Profile will now be circulated to Members for approval through a written procedure. Belize has acceded to the 1996 Child Protection Convention! With the accession of Belize, the Convention now has 56 Contracting Parties. It will enter into force for Belize on 1 October 2025. At the ceremony, held at the Ministry of Foreign Affairs of the Netherlands, depositary of the HCCH Conventions, Belize was represented by H.E. Dr Gianni Avila, Ambassador to the Kingdom of Belgium. The depositary was represented by Mr Rieks Boekholt, Senior Legal Officer at the Treaties Division, while the Permanent Bureau of the HCCH was represented by Dr Christophe Bernasconi, Secretary General. Although not yet a Member of the HCCH, Belize is now a Contracting Party to five HCCH Conventions. Raquel Salinas Peixoto, se reunieron con el Ministro Consejero, Sr. Josué Roberto Liévano Paz, y el Ministro Consejero, Sr. Miguel Armando Paniagua Meléndez. La Oficina Permanente y los representantes de la Embajada de El Salvador sostuvieron una conversación fructífera respecto al Proyecto sobre Mercados de Carbono de la HCCH, incluyendo los próximos pasos y las propuestas que se están presentando al órgano de gobierno de la HCCH, el Consejo de Asuntos Generales y Política (CAGP), antes de su próxima reunión en marzo de 2025. From 3 to 6 December 2024, the Working Group (WG) on the Financial Aspects of Intercountry Adoption met for the fourth time. The meeting, held in hybrid format, was attended by 39 delegates and other experts, representing 16 HCCH Members, three non-Member Contracting Parties, and three Observers, as well as by members of the Permanent Bureau of the HCCH. Pursuant to its mandate, the WG continued to take stock of current practices, to identify possible coordinated, targeted, practical approaches, and to take steps to prioritise them with the understanding that the objective would be to raise standards using the HCCH Guides to Good Practice and the Note on the Financial Aspects of Intercountry Adoption as the starting point. The Working Group will present a report on the progress of its work to the Council on General Affairs and Policy in March 2025. Del 28 al 29 octubre, el Sr Ignacio Goicoechea, Representante de la Oficina Regional para América Latina y el Caribe de la HCCH, viajó a la República Dominicana para participar en diversas reuniones y eventos con representantes gubernamentales y otras partes interesadas. El Sr Goicoechea participó de un taller de capacitación de jueces, fiscales y funcionarios públicos especializados en niñez que versó sobre el Convenio HCCH sobre Sustracción de Niños de 1980 y el Convenio HCCH sobre Protección de Niños de 1996. El taller fue organizado por la Dirección Jurídica del MIREX y la Escuela Nacional de la Judicatura (ENJ) y contó con la presencia de la Mag. Antonia Grullón Blandino, jueza de enlace de la Red Internacional de Jueces de La Haya en la República Dominicana. El Sr. Goicoechea también se reunió con representantes de la Dirección Jurídica del Ministerio de Relaciones Exteriores, que funge como Órgano Nacional de República Dominicana ante la HCCH, y con la Presidenta del Consejo Nacional para la Niñez y la Adolescencia (CONANI), que es la Autoridad Central de aplicación de los Convenios HCCH sobre Sustracción de Niños de 1980, Adopción de 1993 y Protección de Niños de 1996. Durante estas reuniones, se discutieron temas prioritarios de la aplicación de los Convenios de los que República Dominicana es Parte, incluyendo la implementación de los Convenios sobre Pruebas de 1970 y Cobro de Alimentos de 2007. El Sr Goicoechea también participó de un encuentro con miembros de la Asociación Dominicana de DIPr con quienes intercambió ideas para promover el DIPr, así como el trabajo e instrumentos de la HCCH, en la República Dominicana.
