According to the Eurasian Development Bank, #Azerbaijan, #Kazakhstan, and #Uzbekistan account for 57% of mutual FDI in the Eurasian region. With commodities, manufacturing, agriculture, and logistics being the key drivers, Central Asia became a primary destination for regional investments, growing at 1.4x as compared to 2022. In monetary terms, Kazakhstan, Uzbekistan, and Azerbaijan are the main recipients with over USD25 billion shared between them. Azerbaijan and Kazakstan also take 2nd and 3rd place respectively as main investment sources, with the former having the highest regional FDI to GDP ratio in the region. Being lower in volume, investments from Uzbekistan have demonstrated the highest growth of 6.8 times, and were mostly directed towards the manufacturing sector projects, such as automotive and electrical goods, where Uzbekistan acquired strong expertise. The analysts conclude that FDIs in greenfield projects in manufacturing and agriculture will continue to grow, with Central Asia accumulating a greater share of attracted intraregional investments. As we wrap up 2024, we are looking closely at the trends that have shaped Central Asia and the Caucasus (#CCA) policies and politics. We have outlined seven interrelated factors defining the spectrum of challenges and possibilities: - Balancing Growth - Digitalization and AI - Energy Transit - Multipolarity - De-Conflicting and Afghan Dilemma - Transport Corridors - Geopolitical Currents The region now finds itself at a critical strategic juncture where decisions in each of those areas will have an impact on others. The increasing geopolitical complexity will require smart policies and long-term commitments. The underlying physical #internet infrastructure will continue to be a major barrier to digitalization efforts in Central Asia. The almost negligible density of Internet Exchange Points (#IXPs) - critical nodes of global connectivity - stems from the economy and geography of the region. Without direct access to undersea internet cables, the landlocked countries must purchase the expensive bandwidth from their neighbors, mostly Kazakhstan and Russia. While IXPs could alleviate the costs, improve service quality, and enhance internet resilience, the state-owned local communications providers may consider IXPs to be undermining their market dominance. As a result, according to Asian Development Bank (ADB), Central Asia has some of the highest connectivity costs globally, with 80 million users being essentially cyberlocked. Without significant investment and reform in telecommunications infrastructure to sustain the intensity of data use required for Industry 4.0, smart cities, and, most importantly, AI, the benefits and opportunities of the digital economy may remain beyond the reach of the countries' nascent tech industry. What does the Fifth China-Central Asia Foreign Ministers' Meeting tell us? First of all, it indicates the intensity of ongoing ties. Between the first China-Central Asia Summit (C+C5) in 2023 and the current meeting, Xi Jinping visited Kazakhstan for the fifth time, making it the second most visited country on par with the US, and Tajikistan for the first time in the countries' bilateral relations history. Secondly, among the six areas of strategic cooperation, three - unimpeded trade, connectivity, and green mining - are at the center of the most pressing geopolitical debates on trade routes and critical materials supply. Finally, in addition to affirming traditional security commitments, such as countering terrorism and extremism, the meeting explicitly mentioned the situation in Afghanistan where all six countries have vital economic and security interests. With the next C+C5 leadership summit planned for 2025, the meeting once again highlights the dynamism and continuity of China's presence in the region. The arrival of the first freight from #China to #Afghanistan since the service resumption this year illustrates the complex geoeconomic and geopolitical dynamics of the region. The resumed route takes 22 days and is passing through #Kazakhstan and #Uzbekistan. China and Uzbekistan remain the only two countries hosting the Taliban-accredited ambassadors, and Kazakhstan is the first country to remove Taliban from the list of terrorist organizations. Short of formally recognizing Taliban rule over Afghanistan, the country's neighbors are expanding bilateral economic ties. In the last few months, Uzbekistan alone opened a free economic zone and international trade center on the Uzbek-Afghan border with a visa-free regime for Afghan citizens. It has also announced major gas exploration and energy production contracts estimated at hundreds of millions USD. The massive Trans-Afghan Railway project connecting Pakistan to Uzbekistan and beyond may further boost trade, development, and intraregional connectivity of the Belt and Road countries. Yet the potential of economic cooperation and development of transit routes is hampered by the dire security situation within Afghanistan and at its borders. This month unknown militants killed and wounded members of an exploratory group of Chinese geologists through the Tajik-Afghan border in the first known attack on Chinese business representatives in Tajikistan. Overall, this environment reflects an uneasy balance of aligning China's and Central Asia's common economic interests with Afghanistan's Taliban government all the while keeping its military and political influence, as well as its militants, at a safe distance. The post-electoral standoff in #Georgia has reached its crescendo, with the newly elected #parliament holding its inaugural session amid the continuing protests, and over a third of the elected delegates - or all opposition candidates - absent. Outside the parliament building, police and protesters are facing each other, so far showing notable restraint on both sides. The Georgian Dream now has a one-party parliament lacking a constitutional majority and awaits the ruling of the Constitutional Court on the election's legitimacy. Even with enough power to appoint key officials and oust the most vocal critics, including the country's president Salome Zurabishvili, the new government will have to navigate worsening relations with the EU and growing discontent among the country's youth and urban population. #georgia #elections

At COP29 Azerbaijan #Kazakhstan, #Turkey, and four other countries joined the list of signatories to the Declaration to Triple Nuclear Energy first proposed at the previous COP in Dubai, taking the total number to 31 countries. At a recent referendum, Kazakhstan, the world's largest producer of uranium, voted in favor of constructing the country's first nuclear power plant (#NPP) with a projected capacity of 2.4 GW. Earlier Uzbekistan, the fifth-largest uranium supplier globally, announced the construction of a 330 MW plant using small modular reactors (SMR). #Armenia, an early signatory to the nuclear energy declaration and the only CCA country with an operational NPP, plans to build a new nuclear plant with 400-600 MW capacity by 2036 to compensate for Metsamor NPP reaching the end of its service life. Combined with other utility-scale #wind, #solar, and #hydropower generation, the planned total green energy capacity for CCA is set to reach 48 GW between 2030-40, or 5 GW above the committed energy transition target. #cop29 #renewableenergy #cca

At #COP29 in Baku #Azerbaijan, #Kazakhstan and #Uzbekistan have signed a Strategic Partnership Agreement on green energy development and transmission, aiming for exports to Europe and beyond. Joined by Saudi Arabia, the countries also agreed on establishing an executive program between energy ministries to evaluate regional power grid interconnection projects for renewable electricity exports. The three countries have notable experience in the electricity trade but most of the electricity for export and domestic consumption in their heavily-industrialized economies is generated by fossil fuels. All three are making substantial investments in renewable energy to meet their Paris Agreement commitments, becoming a regional testbed for state-directed and private-sector-funded energy transition in developing economies. To fully unlock the green energy export potential the countries' alignment on trade policies alone won't suffice. The governments would have to address persistent domestic energy shortages and deterioration of grid infrastructure, modernize and greatly expand the five-decade-old Unified Energy System (UES), and find a sustainable economic model that balances local tariffs for renewable energy, subsidized domestic prices, and massive infrastructural investments. #renewablenergy #caucasus #centralasia Photo: Akorda.Kz
