On January 29, 2000 HH UAE President issued a federal decree to set up a public authority in the UAE's capital, which was called "Securities and Commodities Authority." The Authority enjoyed a legal entity, financial and administrative independence with the control and executive powers necessary for it to discharge its tasks in line with the provisions of this law and the regulations issued in implementation thereof, noting that the authority reported to the minister. The Authority may set up subsidiary branches or offices to discharge the tasks of supervising and monitoring the markets but may neither practice trade activities nor seek benefit in any project nor own or issue any securities. شاركت الهيئة في الاجتماع السنوي للتحقيقات في منطقة الشرق الأوسط وشمال أفريقيا، الذي نظمته مجلة "Global Investigations Review" في دبي بتاريخ 19 فبراير 2025. مثّل الهيئة السيد/ ماجد الشامسي، مدير إدارة مكافحة غسل الأموال والجرائم المالية، حيث شارك في جلسة حوارية حول توقعات الجهات التنظيمية في دولة الإمارات فيما يتعلق بمكافحة غسل الأموال، سلطت الجلسة الضوء على التزام دولة الإمارات بتعزيز إطار عملها في مجال مكافحة غسل الأموال وآليات الامتثال، بهدف تعزيز النزاهة في القطاع المالي. The Securities and Commodities Authority (SCA) participated in the Annual Investigations Meeting for the Middle East and North Africa, organized by the Global Investigations Review in Dubai on February 19, 2025. Mr. Majed Al Shamsi, Director of the Anti-Money Laundering and Financial Crimes Department at the SCA, contributed to a panel discussion on the expectations of the regulatory authorities in the UAE regarding anti-money laundering. The session reaffirmed the UAE’s commitment to strengthening its anti-money laundering framework and compliance mechanisms, with the aim of enhancing integrity in the financial sector.

في إطار جهودها المستمرة لحماية المستثمرين وتعزيز نزاهة الأسواق المالية، اعلنت هيئة الأوراق المالية والسلع عن رصدها لعدد 7 شركات مخالفة لنظام تسويق خدمات تداول الأوراق المالية والسلع عبر الهاتف. ويأتي هذا الإجراء ضمن الدور الرقابي الفعال للهيئة لضمان الامتثال للوائح والقوانين المنظمة للقطاع المالي. وقد اتخذت الهيئة سلسلة من الإجراءات الصارمة تجاه الشركات المخالفة، تمثلت في توجيه إنذارات رسمية وإحالة بعض الحالات لاتخاذ الإجراءات القانونية اللازمة بالتنسيق مع الجهات الحكومية الاتحادية والمحلية، مع التنويه بأن تكرار تلك المخالفات من شأنه أن يعرّض الجهات المخالفة لجزاءات إدارية أشد قد تشمل فرض غرامات مالية أو إلغاء الترخيص. وتهيب الهيئة بالسادة المستثمرين ضرورة توخي الحيطة والحذر والتعامل فقط مع الشركات المرخصة. ويمكن التأكد من ترخيص شركات التسويق عبر المكالمات الهاتفية من خلال زيارة موقع الهيئة: https://lnkd.in/d3FcNF4h . كما تؤكد الهيئة على أهمية الابلاغ عن أي مخالفات لشركات غير مرخصة بشأن المكالمات التسويقية المتصلة بخدمات تداول الأوراق المالية والسلع عبر هذا الرابط: https://lnkd.in/dGPXqcdk ، أو عن طريق عنوان البريد الالكتروني (spam.calls@sca.ae).

As part of its ongoing efforts to protect investors and enhance the integrity of financial markets, the Securities and Commodities Authority (SCA) has announced that seven companies were found in violation of telemarketing regulations prohibiting unsolicited phone calls promoting securities and commodities trading services. This announcement comes as the SCA effectively fulfills its regulatory role to ensure compliance within the financial sector. The SCA has taken stringent actions against violators, including issuing official warnings and referring certain cases to local and federal government authorities for legal action. It warned that repeat violations will result in stricter administrative penalties, potentially including fines or license revocation. The SCA advises investors to exercise caution and only engage with licensed companies.
