Afghan newspapers regularly report Afghan governments' proclamations regarding the abundance of the country’s coal resources, but the resource numbers being reported by the government are unsupported by available data. Except for limited exploration drilling conducted by the China Metallurgical Group Corporation in 2009-2010, there has been no serious exploration for coal since the Soviet Technoexport effort during the 1960s and 70s, and therefore, no basis to modify resource estimates provided in the Technoexport studies. Afghanistan’s coal mines are all artisanal and develop only where coal can be found exposed at the surface. Deeply buried coal accessible only by shaft remain unexplored and undeveloped. Artisanal coal mines are easily identified on satellite imagery. Analysis of imagery provided in Google Earth shows more than 6,000 coal mines operating in 37 Jurassic coal fields scattered across the country. Using imagery, it is possible to map the coal bed exposures by mapping the distribution of mines. Using coal thickness data gathered by Technoexport and earlier by the US Bureau of Mines, mine depth reported in the news, and coal exposure data from imagery, it is possible to calculate an estimate of original, hypothetical category, artisanally mineable Jurassic coal in place in Afghanistan. Resource calculations indicate that there was between 215 M tonnes and 430 M tonnes of original, artisanally accessible coal in place. Of this, somewhere between 51 M tonnes and 89 M tonnes have been extracted. Careless mining practices leading to premature mine closure due to roof collapse and spontaneous combustion have made countless millions, perhaps tens of millions of tonnes of coal unrecoverable. Mining is unregulated and unmapped. The intensity of development seen in imagery makes it clear that the shallow coal deposits have effectively been destroyed and can never be redeveloped using better mining practices. Soaring corruption since the Taliban came to power in Afghanistan, the widespread corruption in the mining sector continues in an unprecedented manner. The mines and petroleum ministry, which is led by the Taliban's senior figure Shahabuddin Delawar, has been plunged into corruption. According to the reports, Delaware cuts from every contract he signs. The Andkhoi salt mine is in the Dawlat Abad district of Faryab province. The salt extraction project was given to a company called Abu Saeed by Delawar; a confirmed source from MoMP tells me Abu Saeed is Delawar’s close ally. This source also tells me that the total number of companies that participated in the bidding was 9 and that invested millions of dollars in this field were withdrawn from this process. A MoMP source expressed concern about the transparency of the tender process. The meeting of mining companies yesterday at two o'clock in the afternoon – Kabul, Delawar immediately instructed his security to beat one of the company owners and physically insulted and abused him; This incident took place in the presence of 9 companies, including Abu Saeed, Etihad Brothers, Mustafa Omid, New Omid Ehsan-Selina, and Pamir Belor. Dilawar ordered that this respectable businessman be handed over to the intelligence agency of the Taliban for questioning and interrogation. Afghanistan is under the rule of the Taliban. The businessman is not safe; girls are not allowed to go to school, and women are not allowed to work. How can one live in peace or do fair business under Taliban rule?
