E-world is absolute craziness every year, and we thought there was no way to top the success of the previous year. But thankfully a bunch of really motivated and talented people at our new joint Volue stand made this an even bigger success and together we completed 500+ meetings at E-world. Although we have just been part of the Volue family for a few weeks it felt like we are doing this for a much longer time. What a warm welcome for our first major in-person activity. A few days before Christmas, the Spanish regulator CNMC announced fines of 7.5 million Euros to two trading companies for "quote stuffing" in the intraday market on the Spanish-French border. The fines relate to events from Q4 2022 and involve sending a large number of orders to the trading system to be first in line during the release of capacity from Spain to France. While we see similarities to decisions on capacity hoarding in other markets, some aspects of this particular decision are questionable when it comes to system design. As it appears from the investigation statements (only available in Spanish), the order book was opened at around 15:10 and market participants were trying to enter orders into the system for a total period of 15-30 seconds before and after that time. If the order baskets were processed too early by the exchange, the system would decline the orders. If the timing is right and the offer is accepted first, trading participants are awarded lucrative trades. So market participants tried to maximize their execution probability by sending several order baskets to be accepted first. Additionally, OMIE introduced an 8-second (sic!) time window between order entries being sent - if new orders arrive below 8 seconds after the previous one, the order basket would be declined. One could argue that this behaviour was triggered by a suboptimal system design. It would be much fairer if market participants could place their orders before market opening and would then be executed based on price in a mini-auction. Instead, the market design forced market participants to gamble on insertion times of trades at the market. What are your thoughts on this?
