In a follow-up to my last post about ICT procurement in government, I’m proud to announce the launch of the Australian Digital Delivery Alliance, a project to build a constellation of Australia's premier SME digital expertise and transform government digital delivery.
Government ICT and digital programs over the past two decades have a consistent record of delivery failure - ranging from under-delivery that wastes resources and time to deliver poor results, to large-scale catastrophes that end up delaying progress or even doing significant harm.
The ADDA project is a constantly evolving movement that is responding to the challenge of successful digital program delivery in a new way. We aim to educate and influence government ICT on new procurement models and approaches to delivery that will restore capability and deliver real value. The Alliance is supported by a small but growing group of passionate digital professionals including Steven Capell, Lisa Milin, Roman Quaedvlieg, Pino Demaio, Zachary Zeus, Marissa Lynch and John Sidey. ADDA has had discussions with several advocates for sovereign digital firms including Senator Deborah O'Neill, David Pocock and Katy Gallagher, and we are holding more engagements with parliamentarians and departmental CIOs over the coming months.
ADDA is a new way for the government to engage Australian SME digital delivery and advisory firms. Our members work together to deliver big firm capability with a small firm approach. This gives the government access to a diverse range of senior talent, faster value delivery with less administration, reduced risk of lock-in and improved and simplified program governance. We believe there is a middle way that sits between the ‘land and expand’ model of the giant firms and the ‘land and extend’ model of the contractor tent city - we believe in smaller SME teams working together to deliver measurable outcomes.
