Finally, some common sense! What’s going on in simple terms? Indigenous Business Australia is bank like i.e. it offers home loans, business loans etc.  However, unlike other banks, IBA can’t borrow money.  As a result, it must fund itself with its own money or grants from the Federal Govt. Consequently, as the First Nation business sector has boomed and so too has the demand for home loans - IBA hasn’t been able to keep up. Why? Because you've got to have money to lend money. And if you can't access more money, you will hit a lending limit very quickly. That’s why this proposed legislation is important. Just keep in mind, IBA lends where banks fear to tread.  So, if you want impact investment in First Nation inter-generational wealth initiatives like businesses and home ownership - well, this is a good way to make it happen…………. We’ve worked hard this year to ensure First Nations outcomes in the design of the Capacity Investment Scheme. Designed well, the Capacity Investment Scheme can deliver mutually beneficial outcomes -- for First Nations communities, and also for proponents -- by reducing risk and increasing shareholder value which can be gained through First Nations partnerships and ownership of renewable energy projects. Similar to Tender 3, the Capacity Investment Scheme's Tender 4 for renewable energy generation -- out now -- incorporates First Nations Eligibility Criteria and Merit Criteria. 'Projects will be attributed higher merit where they meet the relevant requirements of the merit criteria, including where they can demonstrate better practice and genuine First Nations engagement, and First Nations social and economic benefits,’ states AEMO Services. 'Projects will be attributed higher merit where they can meet the relevant requirements of the First Nations Merit Criteria 'Merit Criteria 4 – First Nations engagement: This criterion will be used to assess the Proponent’s approach to engagement strategies and understanding of Traditional Owners and First Nations communities. 'Merit Criteria 8 – First Nations Commitments: This criterion will be used to assess the quality of the Project’s approach and strength of binding commitments to improve First Nations economic and social outcomes, including economic participation for Traditional Owners and First Nations communities.' That includes where they: —> fund programs to help First Nations people to enter the workforce and remove known blockages for entering (i.e. trade skills and licencing requirements, and small business readiness programs). —> can meet the Australian Government’s Indigenous Procurement Policy targets.' Additionally in Tender 4, ‘a new First Nations eligibility criterion will be introduced, which requires Proponents to demonstrate a clear intent and commitment to uphold First Nations legal protections.' Energy efficiency measures for First Nations living in social housing in urban, regional and remote areas is welcome. While 4 million Australian households now have access to rooftop solar, next to none are on First Nations homes. First Nations people need equitable access to the benefits the clean energy transition is providing to so many.

Love to see this! First Nations engagement in First Nations clean energy partnerships with First Nations participation and inclusion and First Nations equity on First Nations country. That’s the tick-a-box that works!
