The Institute of Public Administration Australia (IPAA) ACT promotes excellence and professionalism in public administration. We're a non-profit and non-partisan organisation that works in partnership with the public sector, private sector, academia, and other institutions to provide a platform for debate and discussion about improving and striving for excellence in public service in Australia. Our members include all current Commonwealth Departments, the ACT Public Service, a range of other corporate members and individual members. Collectively, our membership base represents over 150,000 professionals in public administration. Our organisation offers a series of events, programs, awards and development initiatives to promote public administration and the professionalism of the sector and its employees. IPAA ACT is governed by a council consisting of senior leaders from across our membership, led by a current departmental secretary.

“Good government requires a strong public service.” At her Annual Statement on APS Reform, Senator the Hon Katy Gallagher, Minister for the Public Service, reflected on the progress of the commitments of the reform agenda. Here are some of the key points from her speech and her conversation with IPAA ACT Board Member Trish Bergin, professor of practice and adjunct fellow at UNSW Canberra: 💬The APS needs to be an enduring independent institution, outlasting governments 💬the job of today’s APS is more complex than two decades ago, requiring more and differently skilled people 💬the APS Amendment Act focuses on integrity, with stewardship as a new value 💬integrity means that leaders need to assess not only if, but how outcomes are achieved 💬centralised bargaining has created greater pay consistency 💬the public service is becoming more diverse, for example through increased First Nations representation at the SES level 💬the APS CALD Strategy aims to help represent more diversity in the public service’s executive 💬capability is being rebuilt, with less reliance on external consultants, and an internal consulting system within the APS 💬it is no longer a question of if, but how AI is integrated into businesses and government 💬the APS should set the standard as a good and interesting workplace. Two and a half years into the job as Minister for the Public Service, I couldn't be prouder of what the APS has achieved. Public servants have cut wait times in critical payments like paid parental leave and youth allowance. They've improved supports for veterans and pensioners. And they've delivered better services in communities across our nation. In my annual statement on APS reform today, I thanked each and every public servant for their dedication to delivering services that improve Australians lives. But I also had to be honest about the crossroads that the APS now finds itself at - not by choice, but by the decision of an Opposition party running a reckless anti-APS campaign to cut 36,000 public servants. As the APS rightly stays silent on these matters, I, as Minister, stand ready to defend what has been achieved to date. Not just because I am the Minister, but because I believe it really matters. A strong, independent and capable APS is worth fighting for. The Albanese Government has always understood that delivering for Australians requires good government - and good government needs a strong public service. That's why we prioritised from day one to rebuild the APS. And we will always back a strong public service so that we can continue building a better future for all Australians.
