    CE Advisory Former NSW Building Commissioner

    Many developers are the smartest person in the room - others not so. We revisited two Newcastle projects this week. Both with work to do. The 15 Watt Street project stood out. See the video in this post. Many will recall the original post (see link below). #BuildingCommissionNSW was originally led to these projects by #Safework NSW calling out blatant disregards to infringement and improvement notices. The culture on these jobs was a shocker. In the case of 15 Watt Street the original builder, #Australex was long departed, followed by months of delay and $100,000s of additional cost. The 15 #WattStreet #Developer must have felt pretty chuffed signing up Australex. Possibly for a price of 5-10% below the next competitor. Who knows? #Northrop Consulting engineers are overseeing the remediation works. They are extensive. Not sure the Developer is as chuffed (or smart) today. The developer had engaged an #iCIRT rated builder to perform diagnostics, prepare a remediation plan, undertake the remediation works and then price completing the project. That did not work out. The costs mounted. A third builder has been engaged to undertake the remediation works. There is still a #ProhibitionOrder on the project. A #SupervisingBuildingPractitioner is yet to be appointed. On the Brunker Road project in Adamstown a #SupervisingCertifier has been engaged to oversee the performance of the Developer's #Certifier. Back at Watt Street, the extent of remediation work is mind boggling. Missing columns, un-grouted post tension cable ducts, sub-strength concrete in columns needing to be dug out and repaired, boney concrete, missing reinforcement, precast tolerances up to twice that designed, formwork propping out of plumb and using non-proprietary support pins, electrical switchboards still out of inspection dates, the list goes on. Still a shocker. The Commission's inspectorate are still running into projects where Developers have yet to get their head around the changed regulatory landscape in NSW. They no longer look like the smartest persons in the room when their projects receive, #BuildingWorksRectificationOrders, #StopworkOrders and #ProhibitionOrders. They look to blame anyone but themselves. The reality is that they appoint their #Designers, #Builders and #Certifiers. They can make good choices and bad ones. Chasing out 2 to 5% of the build cost, pales when they are confronted with getting it right. One wonders when the penny will drop. More recently, the #Lenders to some of these developers have had enough. Understandable. A link to the original post on these projects is is below - over 2128 reactions and 161 comments.
