Syrah, alongside the North American Graphite Alliance, has filed a petition with the U.S. Department of Commerce and International Trade Commission to investigate "dumping" of certain graphite products from China in the United States at unsustainable and unfair prices. This action seeks to address market distortions caused by overcapacity and subsidies in China, which challenge the competitiveness of ex-China suppliers and investment in North American active anode material (AAM) production. The investigation may lead to additional U.S. tariffs on Chinese graphite imports by January 2026, supporting a resilient, fair, and strategically important graphite supply chain. China’s export controls on graphite have shifted significantly. In 2023, temporary export licensing applied to graphite products, including flake, spheroidized, and expanded graphite. In December 2024, permanent controls were implemented, and stricter end-user and end-use reviews for graphite exports to the United States were introduced. These actions underscore the need to advance ex-China supply chains for graphite and active anode material (AAM) products. Syrah Resources has received a US$53 million disbursement from the United States International Development Finance Corporation (DFC) loan for its Balama Graphite Operation in Mozambique. This funding will support working and sustaining capital, current and future expansion of Balama’s tailings storage facility, transaction costs, and includes a US$20 million reimbursement to Syrah for historical Balama funding, pending central bank approval in Mozambique. A further US$47 million in loan disbursements is available through October 2027.
