Transport Services is a Group within the Department of Transport and Planning, and is responsible for safe, reliable and accessible transport infrastructure and services to all Victorians
Registration & Licensing Management (RLM) is a Division within Transport Services, that governs delivery of registration and licensing services and other driver and vehicle safety programs, including (but not limited to) compliance and assurance of associated contracts and road transport regulation underpinning safety and productivity in Victoria
About The Role
Reporting to the Director - Service Reform & Portfolio Management, this role will develop effective relationships with internal and external stakeholders to lead the development and delivery of stakeholder communications and relationship management activities, programs, and strategies.
In addition, the role and its direct report, the Governance & Reporting Coordinator, will be responsible for the management and support of governance forums across the division and in partnership with the VicRoads Joint Venture. This role will also set the strategic direction for the Performance Assurance and Business Improvement to guide opportunities for process enhancement and assessment of performance across the division.

The Senior Manager - Strategy, Governance & Stakeholder Engagement will translate strategic priorities into actionable plans, fostering collaboration and innovation to achieve impactful outcomes. You will establish governance frameworks, manage competing stakeholder needs, and deliver innovative solutions to complex challenges within the department.
As a leader, you will mentor and guide your team, ensuring excellence in project delivery and continuous improvement. With a strong grasp of political and organisational contexts, you will anticipate risks and adapt strategies to ensure the department’s goals are met effectively. Your approach will foster knowledge sharing and collaboration across teams and external stakeholders.
This role demands proactive leadership, strategic thinking, and an ability to adapt quickly to changing priorities. You’ll build lasting relationships and systems to align with departmental objectives, creating a culture of excellence and resilience that drives impactful outcomes for the community.

Position Outcomes / Accountabilities
- Identify key strategic challenges and opportunities and lead the development and delivery of stakeholder communications and relationship management activities, programs, and strategies across the Division.
- Develop effective relationships with key internal and external stakeholders to lead the direction of strategic engagement and relationship management activities with government, other agencies, Service Level Agreement partners, Industry Peak Bodies, and relevant projects.
- Lead the strategic approach to governance forums across the division and manage any associates scheduling, documentation, and materials.
- Lead the development and delivery of strategic engagement plans for key projects and initiatives.
- Provide guidance and direction to various assurance functions and business improvement activities.
- Prepare reports and briefs for consideration by key stakeholders, including Service Level Agreement partners, on critical issues and updates to achieve positive project and program objectives and to enhance external reputation.
- Utilise relationship management skills and knowledge to provide expert advice into other communications and engagement duties and develop innovative engagement processes.
- In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities.
