Earlier this week, I had the privilege of attending the 49th Sir Winston Scott Memorial Lecture, where Dr. Luis Videgaray of Massachusetts Institute of Technology delivered an exceptional presentation on Global AI Policy and Regulation. It was an honour to welcome Her Excellency Dame Sandra Prunella Mason, President of Barbados 🇧🇧, as a distinguished guest, along with Ministers of Government, including the Honourable Marsha Caddle, Minister of Industry, Innovation, Science, and Technology. Minister Caddle joined Dr. Videgaray on stage for a dynamic and thought-provoking discussion. Dr. Videgaray highlighted AI as a transformative force and an equaliser, with the potential to reshape societies and economies, especially for Barbados and other small island developing states. He underscored the importance of embedding AI literacy within the highest levels of government and decision-making to harness its potential as a driver of resilience and progress. This event served as a powerful reminder of the need for Barbados to remain engaged in global conversations on AI governance. It was an honour to deliver the opening remarks at this year’s Sir Winston Scott Memorial Lecture—a tradition that bridges history and innovation, bringing global insights to Barbados. 🇧🇧 This lecture, originally envisioned by the Central Bank of Barbados' inaugural Governor, Sir Courtney Blackman, was created to deepen our connection with the community we serve. Each year, it honours the memory of Sir Winston Scott, Barbados’ first native Governor-General and an inspiring patriot. This year, we took a bold step into the future, exploring one of the most pressing global issues—Artificial Intelligence. Dr. Luis Videgaray, the distinguished lecturer, shared profound insights on “Global AI Policy and Regulation.” The evening offered us an invaluable opportunity to reflect and engage in meaningful discussions on how AI is transforming our world. How countries can leverage artificial intelligence (AI) ethically and fairly will be the focus of the 49th Sir Winston Scott Memorial Lecture, which takes place on Monday, November 25 at 6:30 p.m. at the Frank Collymore Hall. "AI has the potential to improve efficiency and productivity in multiple industries and in our day to day lives," said Novaline Brewster, Director of Communications, Information, and Outreach at the Central Bank of Barbados, which sponsors the lecture. "At the same time, this powerful technology can be misused in ways that can cause significant reputational and other damage. It's therefore critical that we have guardrails in place to ensure that it is utilised to help rather than harm. To lead us in a discussion of how we can achieve that, we have invited Dr. Luis Videgaray, an expert in this area to share his insights." Dr. Videgaray is a Senior Lecturer at the MIT Sloan School of Management and the Director of MIT’s Artificial Intelligence Policy for the World Project. He also previously served as both Minister of Foreign Affairs and Minister of Finance in his native Mexico. “We encourage everyone who has an interest in AI, who is concerned about its implications, or who simply wants to gain a better understanding of this emerging technology to come out to this free lecture to hear from one of the leading experts in the field.” The Sir Winston Scott Memorial Lecture honours Barbados’ first native Governor General and is the island’s longest running lecture series. Past speakers have included venture capitalist Nicholas Brathwaite; former Nigerian Finance Minister Dr. Ngozi Okonjo-Iweala, who is now Director-General of the World Trade Organisation; technology guru and philanthropist Strive Masiyiwa; and economist Professor Mariana Mazzucato.
