About us

HeDPAC is a global health initiative that leverages the valuable lessons learned from the COVID-19 pandemic and its aftermath to promote health development across the Global South. Initially focused on strengthening the South-South partnership between the African and Caribbean regions, HeDPAC will expand its reach to address pressing health challenges of the Global South at scale. This platform is dedicated to building robust and resilient health systems to accelerate the attainment of Universal Health Coverage. Championed by the Heads of Government of Barbados, Guyana, and Rwanda and incubated at WHO HQ during its initial stages, HeDPAC's mission is to enhance institutional capacity and foster collaboration across nations. By aligning closely with existing national and regional development plans, HeDPAC ensures efficiency, synergy, and coherence in its efforts to positively impact global health.

  • Strong regulatory systems are essential for ensuring access to safe and effective food and medicines. In line with its commitment to fostering South-to-South collaboration, HeDPAC recently facilitated a virtual meeting between Rwanda's Food and Drug Administration (FDA) and Guyana’s Food and Drugs Department (GAFDD) to discuss how Rwanda FDA can support GAFDD in its commitment to strengthening the regulatory system to meet international standards and achieve the World Health Organization (WHO) Global Benchmarking Tool (GBT) requirements.   Rwanda FDA shared its commendable journey towards regulatory excellence, highlighting government support and strategic south to south and north to south partnerships for technical expertise, and pledged to support GAFDD by sharing its experience and providing continuous technical support. HeDPAC will support this process and GAFDD with technical assistance to respond to the country's needs.   This collaboration demonstrates the power of partnerships and innovation in advancing global health and country capacity.   #GlobalHealth #Partnerships #RegulatoryExcellence #HeDPAC #SouthSouthCollaboration

    The University of the West Indies has taken a major step in advancing health research by a decision to establish a Clinical Trials Unit to coordinate clinical research across its four campuses. This decision comes after a productive two-day meeting supported by HeDPAC, where deans of the medical faculties and other key stakeholders discussed strategies for building the necessary infrastructure, harmonizing the regulatory frameworks, and in developing the human resources for clinical trials in the region.    The University of the West Indies, St. Augustine Campus, with its strong academic heritage and a network of campuses in Antigua & Barbuda, Barbados, Jamaica and Trinidad & Tobago and satellite networks in all the Caribbean countries play a key role in shaping the Caribbean’s health educational and research landscape. The decision to establish clinical trial units across these campuses is a testament to its commitment to driving innovation and improving healthcare in the region. HeDPAC is pleased to partner with UWI in this important endeavor.   • HeDPAC is proud to collaborate with The University of the West Indies (UWI) in advancing clinical trial capacity across its regional facilities. The Clinical Trial Capacity Collaborative Workshop is being held at UWI's Faculty of Medical Sciences in Kingston, Jamaica and brings together deans, research focal points and other key stakeholders to discuss the establishment of a dedicated clinical trial unit, aimed at driving research and development in medical products and fostering local manufacturing capabilities. The discussions will focus on aligning resources, building capacity, and creating pathways for impactful collaborations that advance regional capacity for research and development. The initiative will also promote effective collaboration with clinical trial units in Africa to further ensure sustainable partnership between the Africa and Caribbean regions.     Today, 1 January 2025, the Honourable Mia Amor Mottley SC, Prime Minister of Barbados, assumed duty as the new Chair of the Conference of Heads of Government of the Caribbean Community (CARICOM). The Chair serves for a period of six months. The Conference of Heads of Government which consists of the Heads of Government of the Member States is the supreme Organ of the Caribbean Community and determines and provides its policy direction. In addition to this function, it is the final authority for the conclusion of Treaties on behalf of the Community and for entering into relationships between the Community and International Organisations and States.   • Au terme de sa mission de cadrage au Burkina Faso, la délégation de HeDPAC a eu une discussion fructueuse avec l’équipe du Ministère de la Santé conduite par le Secrétaire Général Dr Issa Ouedraogo. Le secteur de la santé du Burkina Faso accomplit un travail louable au niveau primaire avec un programme de santé communautaire bien structuré, comprenant des agents itinérants de santé (AIS) en transition vers des cadres plus qualifiés en tant qu'agents de santé communautaires (ASC). La mobilisation communautaire est un élément important du programme de santé communautaire avec l’engagement des jeunes, des hommes et des femmes ainsi que des organisations communautaires autochtones. Des recommandations clés ont été discutées et approuvées, notamment la rationalisation de l'affectation des ASC dans les postes de santé et la garantie d'un temps suffisant dans la communauté pour relever les défis urgents en matière de santé, l'élargissement des opportunités de parcours de carrière pour leur développement futur, le renforcement des capacités, l'amélioration du système d'approvisionnement et la numérisation, entre autres.   • At the end of its scoping mission, the HeDPAC delegation had a fruitful discussion with the Ministry of Health team led by Secretary General Dr. Issa Ouedraogo. The health sector is doing commendable work at the primary level with a well-structured community health system program, with Agents Itinérants de Santé (AIS) being transitioned into more qualified positions as Agents de Santé Communautaires (ASC). Community mobilisation is a strong component of the community health programme with engagement of youth, men, and women as well as indigenous community based organizations. Key recommendations were discussed and agreed upon, including rationalizing the allocation of ASC in health posts and ensuring adequate time in the community to address pressing health challenges, expanding career pathway opportunities for future growth, capacity building, supply system improvements and digitalization, among others.
