We are delighted to share that C4P, in partnership with PPMI | Part of the Verian Group and United Nations University-MERIT, has secured an important new contract with the European Innovation Council and SMEs Executive Agency (EISMEA)! This project centres on benchmarking national policy frameworks and investments in innovation procurement across the EU-27, the UK, Norway, and Switzerland. We are truly honoured to support the Commission in this work. At C4P, we will: Develop software to retrieve procurement data from each country’s national portals. Leverage our advanced Machine Learning (ML) capabilities to create a state-of-the-art classification system that will provide deeper insights into innovation procurement across Europe. This project is a fantastic opportunity to build on our long-standing experience in procurement data analysis, Machine Learning and AI. By combining these capabilities with forward-thinking public policy expertise from our partners, we aim to deliver robust data-driven insights that support evidence-based policymaking and further the mainstreaming of innovation procurement in Europe. C4P Enhances the FTS with Comprehensive Data from All EU Institutions The European Commission's Financial Transparency System (FTS) is a great initiative of the Commission, offering valuable insights into EU procurement spending through both visualised data and raw datasets. 💡 At C4P, we’ve taken this a step further. For years, we’ve been helping users get deeper insights from FTS data by applying advanced classifications, allowing for clearer views of procurement payments across diverse market segments. ✨ Now, we’re excited to unveil our latest innovation: C4P’s platform has expanded to include data from other EU institutions that the FTS doesn’t cover, such as the European Parliament and decentralised Agencies like the EUIPO, EMA, and many more. With this new feature, C4P provides a truly holistic view of EU spending, combining: - The rich procurement data of the FTS, - Financial insights from other EU institutions, All brought together on one unified dashboard. 📊 Why settle for fragmented data? The procurement for "Supporting ENISA for the provision of cybersecurity services to European Union Member States" is renewed earlier than expected. We made a comparison of the specifications in the 2022 and 2024 edition to understand how ENISA might have adapted their requirements. Here's what we spotted: 1. Scope: The 2024 procurement introduces more comprehensive requirements, such as source code reviews and more specific risk monitoring services. It also includes a retainer service model for incident management and provides additional details for exercise types and methodologies. Unlike the 2022 procurement, the 2024 version mandates practical experience in Awareness Security programmes. 2. Expert Profiles: New in 2024, there's a requirement for national security clearance for both junior and senior experts across various profiles. Most importantly, there's a new requirement for knowledge of official languages of Member States where needed. 3. Scenarios: The 2024 procurement provides more specific financial and operational details, especially regarding incident response and exercise execution scenarios. Notably, it removes the platform-specific scenario, indicating a strategic shift or change in requirements. 4. References: Several new criteria have been introduced, such as professional integrity, transparent governance, and IT system security (T7, T8, T9). There's also a focus on Member State-specific experience, increasing the localisation of expertise. 5. Quality/Price Ratio: The weighting between quality and price has shifted slightly in the 2024 procurement, with more weight given to price criteria (35% vs. 30%), suggesting an increased emphasis on cost competitiveness.

Commission: "Data published in the TED and national tendering databases (public information notices, contract and contract award notices) is usually limited to succinct abstracts of what public procurers really buy, whereas more information is contained in the tender specifications." We couldn't agree more! This is why we've developed software to not only automatically analyse EU specifications but also reclassify EU opportunities once the specifications are available. Back in 2018, in the pre-GPT era, C4P took a bold step by deciding to replace in our Platform the CPV code system with an advanced SVM text classifier, which we've since upgraded to an ensemble of Transformers and LLMs. We were pioneers in introducing this alternative tender classification system to the market, despite facing some pushback due to the entrenched use of CPV codes. Today, we're proud to share a quote from a recent document of the European Commission that validates our innovative approach: "It is also well-known that CPV codes are not a sufficiently reliable way of identifying purchase categories, as public buyers do not always indicate the correct CPV code" and "...Given the above listed challenges, an AI / machine learning based tool could more accurately identify procurements than keyword searches." Our clients have benefited from a more accurate and reliable classification system, and it's rewarding to see our foresight recognised.
