About us
The Centre on Regulation in Europe (CERRE) is a Brussels-based think tank which promotes robust and consistent regulation in network industries. CERRE’s members are regulatory authorities and operators, as well as universities. The possibility for all consumers and users to have access to quality services at reasonable prices is not yet today the general rule for Europe’s network industries. Good regulation is thus necessary to improve both the EU process of liberalization of those industries and, more widely, public governance. CERRE’s threefold objective is as follows: - Promoting robustness and consistency in regulation processes and systems in Europe. This involves developing norms, standards and policy recommendations related to the regulation of service provision and infrastructure management and the specification of optimal market rules; - Clarifying the respective roles of market operators, governments and regulatory authorities. This objective includes the enhancement of all players’ expertise in regulation, which is a necessary condition to achieve quality, mature and reliable regulation; - Recommending and disseminating top quality regulation practices. This morning, CERRE was honoured to welcome outgoing Commissioner Didier Reynders for a breakfast discussion on "Consumer Protection in Digital". This breakfast comes in the wake of CERRE's consistent work in the area of digital consumer protection- and in the lead-up to the Digital Challenges for Consumer Protection and Empowerment Event on 4 December. Reflecting on his mandate, Mr Reynders shared valuable insights on some of the vital next steps for the new Commission 🗣️ In light of new and evolving challenges for digital consumer protection, including addictive design and influencer marketing, Mr Reynders spoke to the importance of a centralised European capacity to protect citizens from unfair practices. Ensuring disciplined harmonisation and coherent implementation with respect to the existing digital consumer protection acquis will be crucial to fully realise the rights of European citizens. Improved coordination between enforcing authorities at the national and EU levels will benefit consumers and businesses alike 🤝

📢 Last week, CERRE Academic Co-Director, Sally Broughton Micova, participated in the third Arcom Research Day, presenting insights from CERRE’s ‘Systemic Risk in Digital Services: Operationalising’ project. Her presentation focused on systemic risk management under the DSA, with a particular emphasis on managing risks to electoral processes. Reflecting on the event, Sally noted: "It was a day of really top notch research from a variety of disciplines and approaches to pressing issues in platform and content regulation. Of course, how to make best use of the DSA’s Article 40 provisions on data access for researchers was top of mind and much discussed - I saw a lot of researchers primed and ready to great things with it, if given the resources.
