Cosmetics Europe - The Personal Care Association has been the voice of Europe’s cosmetic, toiletry and perfumery industry since 1962. As the industry’s European trade association, Cosmetics Europe's membership consists of: • 21 active corporate members, • 28 active associations members, • 9 supporting corporate members, • 4 supporting association members, • 5 correspondent members. Cosmetics Europe represents the cosmetics and personal care industry in Europe. The vast majority of Europe’s 500 million consumers use cosmetic and personal care products on a daily basis to protect their health, enhance their well-being and boost their self-esteem. Ranging from antiperspirants, dermo-cosmetics, fragrances, make-up and shampoos, to soaps, sunscreens and toothpastes, cosmetics and personal care products play an essential role in all stages of our life. Valued at €96 billion at retail sales price in 2023, Europe is a global flagship market for cosmetics and personal care products. In 2023, the industry supported 3.5 million jobs across Europe with over 259,244 people employed directly, and a further 2.68 million indirectly in the cosmetics value chain.

Yesterday, Cosmetics Europe and the Egyptian Drug Authority (EDA) met to discuss how the EU regulates cosmetic ingredients and cosmetic product claims as well as the latest developments on allergen disclosure requirements in Europe. In addition, topics such as market access, the system for notifying new regulatory requirements and custom clearance processes in Egypt were also covered. This meeting was an opportunity to exchange ideas, explore opportunities and challenges for the European and Egyptian cosmetics industry and work towards convergence of regulatory practices between the Egypt and the EU. Thank you to the EDA and all participants for this enriching meeting.

This policymakers’ dinner was organised by Cosmetics Europe in partnership with The Parliament Magazine. The event featured insightful discussions on the evolving landscape of EU’s regulations for cosmetics including, new chemicals safety assessments, the implementation challenges faced by the industry and opportunities laying ahead. A big thank you to MEPs Pietro Fiocchi, Magdalena Adamowicz, Kamila Gasiuk-Pihowicz and Marta Wcisło for also joining us last night. For the past 30 years, Cosmetics Europe has led the development of robust test methods to determine various sun protection measurements, including Sun Protection Factor (SPF). The Double Plate Method (DPM) is one of them. It is a fully vitro SPF test method and an alternative to the currently used in vivo International Standard. A key attribute of the DPM is that it can be used any time of the year. The current international standard method is based on testing the efficacy of a sun protection product on volunteers’ skin, which must not be tanned. This can be difficult to ensure in the summertime. The DMP uses polymer plates to test the sun protection product and therefore can be employed all year round.

Following a final plenary vote, today, the European Parliament has approved the Commissioners that will work alongside Ursula von der Leyen throughout the 2024-2029 European Union’s institutional mandate. Cosmetics Europe welcomes the new College of Commissioners and looks forward to engaging on key issues for the cosmetics industry, including the Chemicals Industry Package, Clean Industrial Deal, Water Resilience Strategy, Circular Economy Act, and Single Market Strategy.
