    Secretary General of Ecommerce Europe

Today, I had the honor of addressing the #IMCO Committee of the European Parliament on behalf of Ecommerce Europe, the voice of European digital commerce, at its public hearing on “Product safety and regulatory compliance in e-commerce and non-EU imports”. My key message? We must ensure a #LevelPlayingField for all #ecommerce players active in the Single Market, regardless of their location. EU and national decision-makers and authorities must act now, using all legislative tools already available today. Several ideas, including new rules on how to tackle this situation, were brought forward also by other panelists. However, I stressed the fact that any new legislation that could help in this sense will require time. Time that EU-based business unfortunately do not have. E-commerce imports into the EU have surged to 4.6 billion items below the €150 customs threshold in 2024, overwhelming enforcement authorities. The Customs reform will help, but it won't be enough. We need stronger enforcement, better digital tools, and proactive measures to stop non-compliant goods ideally at the source. EU-based e-commerce businesses face two key challenges: 1️⃣ Regulatory barriers that hinder cross-border trade. 2️⃣ Higher compliance costs than non-EU based competitors, who may ignore EU rules. Strengthening EU competitiveness while ensuring compliance of all market players is key to a thriving digital commerce sector in Europe, where both law-abiding businesses and consumers are safeguarded. If you want to watch the recording of the IMCO hearing, you can do so on the Parliament's website. My speech starts at 15:25 👇 https://lnkd.in/eKfHyKf7

📣 In about 1 hour, I will be addressing the IMCO Committee of the European Parliament at its public hearing on “Product safety and regulatory compliance in e-commerce and non-EU imports”. This discussion is very timely. Ecommerce Europe and its members have been dedicating a lot of efforts in the last months to advocate for a #LevelPlayingField between EU-based and non-EU based companies. Urgent actions are needed. MEPs are gathering input for an own-initiative report by rapporteur Salvatore De Meo that will carry the same title. The first part of the hearing, where I will be speaking, explores challenges in compliance of #ecommerce products with EU legislation, while the second part focuses on improving enforcement of EU legislation and possible additional measures. Yesterday, the European Parliament's plenary has approved the VAT in the Digital Age (#ViDA) package, following the political agreement reached by ECOFIN on 5 November 2024. With a stunning majority of 589 votes in favour, 42 against and 10 abstentions in the Parliament, ViDA is now one step closer to its final adoption. The last step is expected in March with the formal endorsement of the Council of the European Union. In the meantime, the European Commission has started the implementation of two of the three volets of ViDA: the platform economy rules, and the e-invoicing and digital reporting requirements. The start of the work on the third component of ViDA, the Single VAT registration, is expected for later this year. Explanatory notes and guidance will be released by the Commission, in collaboration with stakeholders and the VAT Expert Group's support, to help companies navigate the changes and adapt their business. 🚨 Ecommerce Europe published a new position paper on the Union Customs Code revision and the third-country imports 🌍 E-commerce goods directly imported by consumers in the EU have surged in recent years and are expected to continue growing in volume. According to EU data, 4.6 billion low value consignments were imported in the EU in 2024, which corresponds to over 12 million parcels per day. In our latest position paper, we support the measures introduced by the Commission, and table some improvements to make sure proposed rules are effective, proportionate and applied in consistency with a strengthened IOSS and customs environment.
