ERRIN is a well-established Brussels-based platform of around 120 regional stakeholder organisations from 22 European countries, most of whom are represented by its Brussels offices. We focus solely on research and innovation policy and funding programmes, as well as project development. Our members are mainly regional authorities, universities, research organisations, chambers of commerce, and clusters. They develop the agenda and the priorities of the whole network by taking an active role within our working groups or in our Management Board. Through our 13 working groups, we work with research and innovation in a very comprehensive way, promoting triple and quadruple helix cooperation and the importance of regional innovation ecosystems. ERRIN facilitates regional collaboration and knowledge exchange to the benefit of all its members and partner organisations, with a view to build a competitive Europe which supports smart, sustainable, and inclusive growth in all regions.

On February 25, the Expression of Interest survey opened for the second cycle during which local and regional authorities will be selected to benefit from P2R support. 🌍 The EU Mission on 100 Climate Neutral and #SmartCities is setting an ambitious goal: achieving climate neutrality in cities by 2030. But what can we, as a community – across sectors and governance levels – do better to improve cities' chances of success? The NetZeroCitiesEU project, in which ERRIN is a partner, is actively working on answering this by bringing together public authorities, researchers and private-sector actors to exchange best practices, identify barriers and co-develop solutions. 💡 On 13 February, NetZeroCities co-organised a Mutual Learning Event with the CapaCITIES project to discuss the role of regions in supporting the #CitiesMission across Europe. Cities and regions often share competencies in areas such as mobility and #climateadaptation. In addition, regions can contribute by connecting stakeholders and cities and mobilising funding. However, there are also challenges, notably political differences and capacity issues. Good communication and breaking silos will be key! 💡 The following week, on 18 February, ERRIN hosted another Mutual Learning Event on the role of research in the Cities Mission. This event, part of efforts to 'Unleash a Research Agenda for the EU Mission on 100 Climate Neutral and Smart Cities,' showed how the Mission allows researchers and cities to work together to join the timelines of #research, #innovation and deployment in cities and respond jointly to emerging challenges. 🙏 A special thanks to to the NCBR Office and Maciej Woszczyk & Maciej Zdanowicz for hosting us at their venue in Brussels on the 13th. And finally, to all speakers, participants and organisers who contributed actively with their experience and insights during these two days. Each year, ERRIN's member-driven Working Groups and Task Forces develop Annual Plans that define their strategic priorities and outline the planned activities and key objectives for the year ahead. For 2025, we are introducing a new, more integrated approach – for the first time, the Annual Plans follow ERRIN’s Cluster structure, bringing together the work of our Working Groups and Task Forces into broader Cluster Annual Work Plans. This approach enhances collaboration and strategic coordination and fosters stronger connections between policy and projects – thus delivering more impact. These Annual Plans are designed to align with key EU priorities, initiatives and funding opportunities, ensuring ERRIN’s activities remain closely linked to the evolving EU R&I agenda. This includes anchoring key initiatives of the European Commission's 2025 Work Programme in ERRIN's workstreams, offering members numerous opportunities to keep updated, discuss and provide inputs to Commission's new initiatives from the start. Towards a European observatory for cultural heritage skills! 🌐 The CHARTER - European Cultural Heritage Skills Alliance project, funded under #Erasmus+, has reached a final milestone with the release of the feasibility study on establishing a European observatory for #culturalheritage #skills, training and education. CHARTER calls on EU institutions, national and regional authorities to continue working on skills intelligence to strengthen evidence-based education and training policies from a cultural heritage ecosystem perspective. 🔍 Key findings: ✅ Regional engagement is critical for collecting data to identify heritage specific skills gap – cases from #ERRINmembers the Basque Country, Emilia Romagna, Flanders, Piedmont, Tuscany and Scotland provide valuable insights. ✅Public-private partnerships & enhanced data intelligence can help refine education and training policies. ✅ A pilot European observatory would be a game-changer in ensuring consistency, upskilling professionals and fostering mobility initiatives. ✅ Five different scenarios emerged to organise a European observatory for cultural heritage skills, training and education. These range from a central model that ensures consistent data collection across Member States for clear feedback to Eurostat, to a mixed model that combines regional involvement with coordination at the EU and national levels, or a network-based model that encourages strong engagement with stakeholders. However, using different network structures and sharing responsibilities could make it harder to collect data in a consistent way. What's next for regions? Within the CHARTER Alliance, ERRIN's Culture and Creativity Cluster and Science and Education for Society Working Group is closely monitoring the topic of skills development for cultural and creative industries The CHARTER regions and ERRIN's Cultural Heritage and Tourism Working Group are engaging with the S3 Partnership for Cultural and Creative Ecosystems and will in 2025 explore the establishment of an interregional skills partnership under the Pact for Skills. 🔎 💶 A first look at the European Commission's vision for the next EU's long-term budget. On 12 February, the European Commission published a Communication on ‘The Road to the next Multiannual Financial Framework', outlining the key policy and budgetary challenges that will shape the design of the next Multiannual Financial Framework (MFF), EU's long-term budget. While the R&I community continues to make the case for a strong and standalone #FP10, the Communication confirms the European Commission's ambition towards a consolidating various EU funding programmes into a single #CompetitivenessFund instead of having standalone programmes. The Communication outlines that “the Fund’s comprehensive architecture will allow it to accompany European projects along the entire investment journey, from research, through scale-up, industrial deployment, to manufacturing,” 📝 With the MFF Communication, the Commission also launched a public consultation to gather insights and feedback from stakeholders across the Union, including local and regional entities, on the future EU budget and the policies it should support. The public consultations cover specific funding areas such as competitiveness and implementing EU funding with Member States and regions as well as the general performance of the budget. This is a crucial opportunity for ERRIN members to contribute to shaping the future of EU funding, ensuring that a place-based perspective is well integrated. The ERRIN Strategic Cluster launched its 2025 activities on 11 February, focusing on the role of regions in enhancing Europe's #competitiveness. The Competitiveness Compass, the European Commission's new strategic framework aimed at strengthening EU economic resilience by identifying priority areas for growth, investment, and policy coordination, was at the centre of the meeting. Stefano Grassi and Alexandr Hobza from the European Commission shared insights from the Compass on the current challenges hindering Europe’s ability to lead the global innovation race. They highlighted the urgent need to address barriers in knowledge, capital and market access – challenges where regions can play a crucial role by bridging the skills gap, supporting the local ecosystem and facilitating disruptive #innovation. The event was an occasion to explore the upcoming proposals outlined in the Competitiveness Compass, which translates the three imperatives of the Draghi Report on European Competitiveness into concrete actions: 1️⃣ Closing the #innovationgap – Supporting scale-ups, reducing regulatory fragmentation and strengthening access to investment through initiatives like the Start-up and Scale-up Strategy, the AI Factories Initiative, the European Innovation Act as well and a 28th legal regime to simplify applicable rules and reduce the cost of failure. 2️⃣ A roadmap for decarbonisation and competitiveness – Ensuring access to affordable energy and supporting clean technologies through measures such as the Clean Industrial Deal, the Circular Economy Act and the Sustainable Transport Investment Plan. 3️⃣ Reducing dependencies and strengthening resilience – Enhancing supply chain security and securing access to critical raw materials via initiatives like the Joint Purchasing Platform for Critical Raw Materials and the review of EU Public Procurement Rules. The objective of the informative overview given by the Commission representatives was to get a clear understanding of what role regions can play in all these proposals and how ERRIN can input the work going forward. Discussions followed on how these upcoming proposals will feature in ERRIN's activities this year. Many initiatives such as the European Innovation Act and ERA Act are already featured. Others, such as the Start-up and Scale-Up Strategy and 28th regime will be further explored by ERRIN's Strategic Cluster. The kick-off meeting was also an occasion to introduce ERRIN's new workstream on competitiveness, which aims to explore how ERRIN members can best contribute to this new Commission priority. The ERRIN Year in Review 2024 is out! 🎉 Summarising the achievements of a network with 120+ members across 22 European countries is no easy task. In the Review, we showcase some highlights of our numerous activities and initiatives of 2024, led by #ERRINmembers. 𝗕𝗿𝗶𝗻𝗴𝗶𝗻𝗴 𝗮 𝗽𝗹𝗮𝗰𝗲-𝗯𝗮𝘀𝗲𝗱 𝗽𝗲𝗿𝘀𝗽𝗲𝗰𝘁𝗶𝘃𝗲 𝘁𝗼 𝗘𝗨 𝗥&𝗜 𝗽𝗼𝗹𝗶𝗰𝘆 𝗮𝗻𝗱 𝗳𝘂𝗻𝗱𝗶𝗻𝗴 2024 was a year of political change in Brussels, with a new European Parliament and European Commission taking office, alongside intensified discussions on the #MFF post-2027. Throughout the year, ERRIN has maintained a close dialogue with key decision-makers to address the evolving landscape, raising a voice for the importance of place-based R&I and ensuring that the perspectives of regional innovation ecosystems were reflected in key policy discussions and initiatives. This work included concrete inputs such as: 📄a two-pager to highlight the importance of place-based R&I among new European decision-makers and 📄a paper series ‘Towards the 10th Framework Programme’, encompassing comprehensive papers on the EU Missions and Widening and deepening engagement. 𝗣𝘂𝘁𝘁𝗶𝗻𝗴 𝗽𝗼𝗹𝗶𝗰𝘆 𝗶𝗻𝘁𝗼 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗲 𝗮𝗻𝗱 𝗳𝗮𝗰𝗶𝗹𝗶𝘁𝗮𝘁𝗶𝗻𝗴 𝗰𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻 Beyond policy influence, ERRIN put policy into practice by strategically positioning itself in 10 projects across ERRIN’s priority areas in 2024; Circular Cities and Regions Initiative (CCRI), Be.CULTOUR, CHARTER - European Cultural Heritage Skills Alliance, Living in EU, S3 CoP, NetZeroCitiesEU, Pathways2Resilience, RESIST Project, SOILL-Startup and MIP Ocean. With 49 ERRIN members actively involved, these projects connect them to 212 European partners across 31 countries, demonstrating their strength as gateways to European collaboration. 2024 also saw the launch of ERRIN's Project Development Tool, designed to help members access funding opportunities and connect with strategic partners.
