IDEA Consult's latest study on the Economic Footprint of 15 Research and Technology Organisations (RTOs) has been featured in Science|Business. Our analysis reveals that RTO’s spin-offs have a much higher survival rate than the EU startup average – with 98% still active after their first year and 86% remaining active after five years. S3 Forum in Rimini – December 2024 Last week, the #S3CoP #S3Conference 2024 and Steering Committee Meeting of the S3 Thematic Platform brought together an incredible community of over 500 policy-makers, regional stakeholders, and thematic experts from across Europe at the Palacongressi di Rimini - ITALIAN EXHIBITION GROUP / Convention Bureau Rimini.   This flagship event provided a unique platform to connect, collaborate, and share insights on Smart Specialisation (S3), with highlights including: ✅ Exploring the future of S3 and its role in shaping EU cohesion policy beyond 2027. ✅ Diving into thematic breakout sessions on S3 Thematic Platforms on Industrial Modernisation, Agri-food, Energy, and Sustainable Blue Economy. ✅ Engaging in speed-dating session, aimed at sparking new collaborations and fostering valuable connections among participants, policy makers and thematic platform leads.   Thank you Regione Emilia-Romagna for hosting us, and thank you to our partners who made this event a success, paving the way for innovative solutions, interregional cooperation, and sustainable development in Europe Technopolis Group European Future Innovation System (EFIS) Centre, OPIX PC, Civitta, Old-Continent, Vanguard Initiative, ERRIN   💡 What was your favourite part of the event? Last week IDEA Consult together with Claire Nauwelaers and Richard Tuffs facilitated the S3CoP Working Group Meeting on Interregional Collaboration (IC) in Rimini, Italy. Thank you to Regione Emilia-Romagna for hosting us and for all the participants to the meeting. It was a rich and fruitful discussion with 12 regions who presented how interregional collaboration is achieved in their regions through tailored funding mixes and specific partnerships. The conference was a fitting platform to meet over 400 practitioners and policy makers. Our working group will further work on the topic of domestic funding for IC in 2025. 🏢Comment responsabiliser les copropriétaires dans les rénovations durables ? 👥Lors de trois tables rondes organisées par le projet européen LIFE BE FREE en 2024, 50 participants - dont 25 entreprises et représentants de gouvernements locaux - ont travaillé sur des solutions concrètes. 📝Les recommandations les plus importantes : ✔️ Renforcer la politique fédérale avec un plan d'entretien pluriannuel et un fonds de réserve obligatoire. ✔️ Les fonds de réserve devraient être constitués avec la valeur ajoutée du potentiel de rénovation indexé, sans échappatoire. ✔️ Prêts personnalisés répondant aux besoins des associations de copropriétaires. ✔️ Encourager les rénovations durables. Les discussions ont mis en évidence l'importance de la coopération entre les décideurs politiques, les secteurs et les gouvernements locaux. 🤔 Travaillez-vous sur ce sujet ? 🏢Hoe maken we mede-eigenaars sterker in duurzame renovaties? 👥Tijdens drie rondetafelgesprekken in 2024, georganiseerd door het EU-project LIFE BE FREE, werkten 50 deelnemers – waaronder 25 bedrijven en vertegenwoordigers van lokale besturen – aan concrete oplossingen. 📝Belangrijkste aanbevelingen: Versterking van het federaal beleid met een meerjarenonderhoudsplan en een verplicht reservefonds. Reservefondsen moeten worden opgebouwd met de meerwaarde van het geïndexeerde renovatiepotentieel, zonder achterpoortjes. Maatwerkleningen die inspelen op de noden van verenigingen van mede-eigenaars. Nudging om duurzame renovaties te stimuleren. 📋Comment rendre le PEB plus clair et plus fiable ?    👥 Lors de trois tables rondes organisées par le projet européen LIFE BE FREE en 2024, 47 participants - dont 17 entreprises du secteur énergétique et financier ainsi que des collectivités locales - ont réfléchi aux améliorations à apporter au certificat de performance énergétique des bâtiments (PEB). 📝 Les recommandations les plus importantes : - Uniformité entre les régions : une méthode de calcul standard et une cohérence dans les rapports. - Langage simple : le PEB doit être clair et compréhensible pour tous. - Accessibilité financière : le certificat ne doit pas être trop cher. - Un meilleur contrôle : une supervision plus stricte des experts en énergie pour garantir la fiabilité et l'objectivité. Les discussions ont mis en évidence le fait que la collaboration est essentielle pour rendre le PEB plus accessible et plus efficace. ❓ Quelles mesures pouvons-nous prendre pour y parvenir ? 📢 New Publication: Spending Review for the Flemish Higher Education System 📘 The Flemish Department of Education and Training has just released a comprehensive Spending Review of the Flemish higher education system (in Flemish: “Financiering Hoger Onderwijs: Analyses en beleidsaanbevelingen in functie van de uitgaventoetsing”) that was undertaken by Ben Jongbloed and Frans Kaiser of CHEPS, in collaboration with IDEA Consult. This review is part of the previous Flemish government's broader spending review initiative which aims to evaluate and enhance the effectiveness and efficiency of policies. The Spending Review of the Flemish higher education system addresses the critical question: ❓ How can the basic government grants for Flemish higher education institutions be allocated more efficiently? ❓And which alternative financing methods could optimize resource use while maintaining high educational quality and ensuring equal access to higher education? Key Highlights of the Spending Review: 🔹 Performance Analysis (2014-2023): A detailed evaluation of how universities and hogescholen (Universities of Applied Sciences) have performed over the past decade. 🔹 International Benchmarking: Lessons drawn from the financing models of Austria, Denmark, Finland, and the Netherlands. 🔹 Interactive Simulation model: A tool to investigate the impact of alternative allocation criteria on the financing of the individual higher education institutions in Flanders. Building on these insights, several alternative financing options have been proposed, with the selection of methods and allocation parameters depending on the key policy objectives of the Flemish higher education system. The recommendations are rooted in the “3 S Principles” for effective financing: Sense, Simplicity, and Stability. The Review provides five Recommendations for the re-design of the Flemish financing model: 🟢 Retain, but simplify the current formula-driven financing method 🟢 Limit the number of objectives pursued in the formula-driven financing 🟢 Strengthen the responsiveness in formula funding 🟢 Introduce dialogue-based funding, inspired by examples from abroad 🟢 Strengthen the policy cycle and the strategic dialogue between institutions and policymakers.
