🚨 European Indie Label association calls for Regulators to Block Universal's Takeover of Downtown 🚨 It's industry award season, with the Brits this weekend, the Grammies earlier this month and other ceremonies in key countries. It's the perfect moment to press pause. IMPALA calls for Regulators to block Universal Music Group’s planned acquisition of Downtown and other deals in the pipeline. UMG is already the largest music company in the world, and in an industry where market concentration is a growing concern, this deal would further tighten its grip. Downtown owns FUGA (a full-service B2B music distributor), CD Baby (a major digital distribution service), CURVE (royalty accounting) and ADREV, as well as its own services. If UMG takes control, independent labels and artists will face fewer options, restricted access, and higher costs. IMPALA was established in 2000 by independent music companies across Europe. The independents are world leaders in terms of discovering new music and artists - 99% of Europe’s music companies are SMEs, and they produce more than 80% of all new releases. IMPALA's mission is to grow the independent music sector, return more value to artists, promote cultural diversity and entrepreneurship, improve political access and modernise perceptions of the music sector. Its work spans the political, financial, commercial and promotional worlds. It has three award schemes, 100 Artists to Watch, the Changemaker Award, the Outstanding Contribution Award and the IMPALA Sales Awards, which help promote new talent and highlight the diversity and artistic contribution of independent music. IMPALA award winning artists include Viagra Boys, Gurr, Caribou, Agnes Obel, José González, Guadalupe Plata, The xx, Armin van Buuren, Adele, Mogwai, Metronomy, Orelsan and Andrea Bocelli. IMPALA's Outstanding Contribution Award 2023 went to Tony Duckworth and both Michel Lambot and Kenny Gates [PIAS]. Our Changemaker Award for 2024 was dedicated to Black & Irish for their work advocating for the black community in Ireland, fostering connections within Irish society and championing an anti-racist ethos.

Merlin is firmly against the UK Government's proposed changes to copyright laws regarding AI training. These changes would fundamentally alter the landscape for independent rightsholders, allowing AI developers to utilize copyrighted musical works without obtaining permission or providing fair compensation. This proposal, made without proper economic impact assessment, threatens the sustainability of the independent music sector and devalues human artistry. We have submitted a formal response to this consultation, urging the UK Government to require AI companies to seek explicit permission before using copyrighted works and to disclose training data sources.
