People often voice the concern that wind and solar energy will drive up the need for short term balancing, inflating balancing reserves (and hence, costs). For good reason: holding everything else fixed, more wind/solar means larger forecast errors and more balancing needs. Yet, history tells a different story. In the past 15 years, Germany increased wind + solar capacity five-fold. Not only did balancing reserves increase less than five-fold - they *diminished* by 50%! That's what I have dubbed the "German Balancing Paradox". Why that surprise? Closer international TSO cooperation, but also better forecasts & trading. Driven by better incentives. That is what the imbalance (settlement) price is all about. I think there is a bigger lesson here: "holding everything else fixed" may not always be a wise assumption when assessing the future.
