Horizon Europe: Strategies for just and equitable transitions in Europe
About us
ST4TE projects adopts a multidimensional approach to study the relationship between the green, digital and twin transition (TT) and inequalities. The project aims to investigate the impact of the TT on inequalities among individuals and territories and explore how existing inequalities affect the transition paths creating cycles of inequalities. ST4TE uses both quantitative methods (econometrics, machine-learning and agent-based modelling) and qualitative methods (narrative interviews, case studies and workshops) to analyse different patterns of inequalities and envisage custom made policies to counterbalance the unequal effects of the TT. This project has received funding from the European Union’s Horizon Europe research and innovation programme under grant agreement No 101132559.

In our recent posts, we've explored the Green and Digital Transitions – two transformative forces reshaping how we live, work, and engage with the world. But are these transitions really distinct, or happening simultaneously? 🍃💻 This is why the concept of the Twin Transition is so important. It reflects the understanding that the green and digital transitions are everywhere and for everyone – they are twins. As Alasdair Reid at the European Future Innovation System (EFIS) Centre shares: "For a citizen, the twin transition means living in a world where digital technology is increasingly integrated into daily life (smart homes, digital services, online healthcare), while also benefiting from greener practices (clean energy, sustainable transportation, reduced pollution)." Ideally, the green and digital transitions reinforce each other. For instance, digital innovations can drive greener practices, such as AI-optimized traffic management or advanced recycling technologies. But sometimes these transitions clash – for example, digital systems demand more electricity and produce waste, and the resource-intensive production of digital devices can undermine sustainability efforts. As part of the ST4TE project, we assess how these transitions influence each other and explore how their parallel roadmaps can merge into a cohesive policy framework. We also examine the inequalities that arise from these transitions and their interactions. The Digital Transition is transforming how we live and work by introducing new technologies into everyday life 💻📱 Dr. Sebastian Svenberg from the University of Gothenburg shares his perspective: "The digital transition is a change of society driven by the introduction of new technology into everyday-life, and the development when technology is used in novel ways, by industry and people.” Many of the digital tools we use daily are not new themselves, but they have transitioned from analogue to digital – like physical maps, which have now become an app on our phone. Algorithms and artificial intelligence are now central to much of our digital technology. As Dr. Svenberg puts it: “New patterns of behaviour emerge, both from AI-technology itself as well as from people using it. This interaction between humans and machine-learning is already central for what is called the digital transition.” However, the Digital Transition isn’t just about technology: "The real question is how power is distributed and who makes the decisions that matter? The Digital Transition is open in character, it might create new types of inequalities, and one should be wary not to treat it merely as a problem-solver.” At ST4TE, we’re looking closely at these dynamics to better understand how the Digital Transition works and how we can benefit from it without widening the gap between individuals. The Green Transition is about transforming how we produce and consume, aiming for more sustainable technologies and practices that benefit both our planet and society 🌍 An important aspect of this shift is innovative technology. New solutions – in areas like energy, farming or housing – can help us maximise our resources and promote long-term sustainability. For example, electric and hydrogen vehicles present promising options in sustainable transportation, aiming to reduce emissions and improve air quality. However, the Green Transition is not just about technology; it also involves changes in behaviours and practices. It can also be about how we, as individuals and communities, can adopt more sustainable habits, from reducing waste to supporting local, eco-friendly businesses. Importantly, we must consider how these changes affect different groups. The Green Transition can create new opportunities, but it can also lead to inequalities if access to green technologies and resources isn’t distributed fairly. Ensuring that everyone benefits from this transition is essential, especially for vulnerable communities who might be left behind. In the context of the ST4TE project, understanding these dynamics is crucial. As part of the project, we will define what the Green Transition is and explore how we can build greener, more equitable, and more productive societies.
