The Clean Industrial Deal - a missed opportunity As The Guild prepares for its Insight Paper on universities' contributions to the #GreenDeal objectives, I have been so impressed by universities' commitment not only to environmental sustainability, and the concern of staff and students to develop and implement ideas to bring our concerns for carbon neutrality together with competitiveness and other major societal concerns. What a shame that the Clean Industrial Deal, concerned to align economic growth and our climate goals, fails to inspire and capitalise on this resource! 👉 R&I is essential to reduce our dependence on critical resources, and to align growing needs (e.g. for energy-intensive data centres) with a smaller carbon footprint. The International Energy Agency (IEA) has noted that new knowledge has been essential in cutting carbon emissions (https://bit.ly/41fjoxI). Instead, the Clean Industrial Deal promises €600m in the final years of Horizon Europe for 'fit-for-deployment' projects. So how will we generate the new knowledge through breakthrough research that we need, including in the social innovation we need? 👉 the Clean Industrial Deal promises strong support for industry through the future competitiveness fund, a 'one-stop shop' for industry's access to EU funding. But researchers are not industry - conducting research is different to building cars or windmills. It is clearer than ever: we need a stand-alone, ring-fenced, excellence-based R&I programme: not a one-size-fits-all competitiveness fund. 👉 If Europe focuses its international strategy just for its own needs, it will come up short against other players like the US and China, that will back up their collaboration with hard geopolitical muscle. But Europe can be distinctive if it complements its geopolitical needs with a willingness to listen and act on the needs of its friends: The Global Gateway is an important instrument for achieving this, especially because it includes a research and education pillar that emphasises genuine, long-term partnerships. And an FP10 that enables strong R&I partnerships, across Europe and further afield, will be essential in fostering knowledge and skills to mutual benefit. Universities are essential for a successful Union of Skills As Executive Vice-President Roxana Minzatu prepares to launch her signature initiative on Europe's #UnionofSkills next week, it is important to underline the key role universities will have to play in providing the right skills and competences that will enable learners to embrace a fast-changing world with confidence and insight. #Universities are (and must be) at the heart of Europe's economic transition: through their research and innovation they create demand for new skills and competences which they must provide through education and training. In addition, universities, through their distinctive and comprehensive subject range, give their students essential skills. We cannot reduce this just to #AI or #Data, or STEM, as important as these are. We need bright, creative minds that support our pharmaceutical industries, our manufacturing base, new start-ups across all sectors (including the creative sector), and which become leaders in the service of society - including as teachers, in the (medical) professions, and roles that our society will continue to need more than ever - but that often are outside the gaze of policy-makers. The Union of Skills can do a lot to support this agenda, through: 👉 strengthening #Erasmus+, one of the EU's flagship programmes, by ensuring it reaches more students, and supports them in developing transversal skills that reach across all study fields 👉 focusing on the added value of instruments, such as the #EIT: if the EIT is to strengthen universities' capacities, we need to ensure the support it provides to universities is substantive, supportive, unbureaucratic and sustainable. 👉 strengthening the #MarieSklodowskaCurie actions - #MSCA is so much more than a mobility programme, it is unique in bringing together groundbreaking research, partnerships, and international collaboration in new and emerging fields, and this capacity of MSCA must be strengthened. 👉 strengthening the capacities of universities to train researchers and students appropriately in innovation and entrepreneurship - this is resource-intensive and hard to do at scale, so we need to work together to make this happen. The #Draghi report recognised the importance of the EU's role in driving Europe's skills base, and urged it to focus on its clear added value. It is a demand we should embrace, because through Erasmus+ the EU has a fantastic story to tell: for the next MFF, the Union of Skills should build on what has been achieved (notably in relation to the #EuropeanEducationArea), and strengthen universities in serving our societies - now and for the future!
