🚨#StateOfPlay at #INC5: at the current pace of work, the Chair noted #challenges in finalizing a binding instrument by the 1 December deadline. To overcome this, the Bureau has approved a structured procedure designed to accelerate #progress and foster #consensus based on the ongoing negotiations in the Contact Groups (#CGs).   Key Steps in the Procedure: 1️⃣ #Deadlines: all CG work must conclude by 21:00 today. ⏰ 2️⃣ #Draft Texts by Co-Chairs: After the Contact Group work is finalized, Co-Chairs will prepare draft texts for provisions where agreement has been reached, provisions showing convergence, and proposals for provisions with persistent divergence, including potential landing zones if needed. 📜 3️⃣ #Consolidation by the Chair: The Chair will integrate all contributions and present a consolidated non-paper to Members by noon tomorrow, Friday, 29 November 2024. 🔨 4️⃣ #PlenarySession and #Informal Consultations: The plenary will convene Friday afternoon or Saturday morning to review the Chair’s non-paper. 🤝   ❗ At the moment, three Contact Groups are meeting in parallel, unlike the usual setup of two, to try and progress more efficiently. Nevertheless, morning sessions in CG1 focused on definitions yielding no conclusions. Our #DailyDiary from #Busan continues as the path to a #GlobalPlasticsAgreement is proving challenging while negotiations at #INC5 continue. 👉 Today revealed the divisions we have witnessed since the beginning of the negotiations. The #plenarysession, meant to drive progress, only tried to remove major blockages. While all countries remain committed to working on an #agreement, some countries would have liked to speed up the process by sending provisions into #legal review first; in contrast, other countries insist on negotiating the whole agreement before legal review. This makes the timeline of 1 December to finalise the treaty even more ambitious.  🔸 Following the plenary discussions wind down, CG3 and CG4 have taken up their work again set for negotiating well into the night. Tomorrow, three CGs will negotiate at the same time, both in the morning and the afternoon: a scenario that efforts aimed to prevent, to reduce pressure on delegations. 💪Optimism now shifts to the weekend, where observers and states hope substantial #progress can finally be made. Another intense day of talks is wrapping up in #Busan. 👉 #CG1 started with minimal procedural questions before diving into a well-placed discussion on #productdesign. This approach was strategic, as tougher topics like products and #CoCs had been the focus of informal morning discussions. 👉 Discussions on design advanced using the non-paper as a foundation, with the #EU proposing to make the paragraph more concrete and binding. 🌆 The night has long fallen in Busan, and negotiations will continue tomorrow. 🌅 Talks in #Busan are continuing: while we were still sleeping, #CG2 and #CG4 kept working on the provisions related to #wastemanagement, definitions and principles. 🌏 Discussions are already ongoing at the #INC5 in #Busan, where our Managing Director Charlotte Röber is on site.   📌Today marked the official opening of the #plenary at the BEXCO Conference Centre. The so-called 'non-paper' of the chair has been valued as a valid basis to progress on the work for this INC-5, and groups have started to work on an #outcome!   🗓️ Tomorrow will be an interesting day for the #PVC value chain: Contact Group 1 #CG1 will begin addressing key areas that are also essential for shaping the future of #PVC's role in a #sustainable and #circular economy, such as product design requirements to enable a correct #recycling of products once they reach their end of life.   💡 While the official CG1 meeting is scheduled for Tuesday evening, the co-chairs have taken the proactive step of launching #informal discussions on Tuesday morning.
