About the job:

The Office of the Chief of Acquisition (CoA) plays a crucial role in supporting NCIA’s strategic goals and missions by encompassing a wide range of expertise and activities, including contract management, procurement processes, and industry relations. CoA ensures that all acquisition activities are conducted impartially and in accordance with established policies and procedures. By doing so, it mitigates risks and safeguards the Agency's legal and financial interests.

Within this office, the Business Operations Senior Staff Officer is dedicated to enhancing the efficiency and effectiveness of acquisition business operations. Under the guidance of the Head Acquisition Management Office, this new post oversees reporting, quality control, and internal processes. This new role involves continuous improvement and the adoption of innovative business practices to optimize resources and streamline the acquisition process.The duties of this role will encompass:

  • Reporting Management: Oversee the Agency Procurement Plan to ensure timely and quality reporting. Manage ACQ business delivery using best practices and technological tools. Lead the preparation and delivery of internal and external reports, providing analysis and interpreting data for management. Resolve discrepancies with stakeholders promptly.
  • Quality and Internal Control Processes: Advise on financial, audit, and quality matters. Evaluate and track audit trails, develop and improve internal controls, and implement transactional control on budgets and financial risks. Perform fund management and propose policy improvements.
  • Workforce Planning and Development: Manage workforce planning and documentation, develop plans to meet current and future demand, support gap analysis, and ensure the availability of tools and facilities for staff. Oversee staff onboarding and offboarding, manage interim recruitments, and assist in maintaining skills inventory and training plans.
  • Stakeholder Engagement and Advice: Identify communication needs of stakeholders, engage and establish communities of interest, and provide feedback to promote understanding. Support resource allocation and business management decisions by capturing and disseminating business information.
  • Additional Responsibilities: Support the Head Acquisition Management Office in planning and monitoring procurement and financial activities. Demonstrate teamwork, manage expenditures, and participate in quality process improvements.

About you:

You possess the ability to lead, inspire, and effectively engage a diverse and multidisciplinary team with tact, sound judgment, and adaptability. Additionally, your strong political awareness, motivational skills, and attentive listening contribute to your capabilities which include:

  • A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience
  • Significant experience in building reports, statistics or KPIs from various data sources in order to provide management with synthetic overview of business operations
  • Proven knowledge and experience in use of automated tools (e.g. E-procurement applications, ERPs (Oracle, SAP, Automation tools and platforms)
  • Strong analytical skills with proficiency in advanced data analysis tools (e.g., Excel, SQL and Power BI). Good understanding and knowledge of data driven software tools (Industry best practices and emerging technologies)
  • A demonstrated interest and experience in Acquisition domain, including Project Management, Procurement, Cost Estimation and Analysis or Business Operations, acquired in a large International organization or industry
  • Proven experience to work independently with minimal supervision on complex business management activities and with a vast variety of stakeholders (e.g. Contracting Officers, Project Managers, Finance, Chief People Office, Internal Audit, etc)
  • Proven ability to communicate effectively orally and in writing with experience in providing presentations and briefs to upper management


Desirable Experience and Education:

  • Previous experience in Quality, Risk and Process Management
  • Lean practitioner certification or equivalent through experience
  • A good understanding of working on international procurements and outsourcing. Previous experience of working in an international environment, comprising both military and civilian elements
  • Knowledge of NATO rules and regulations
