Who We Are Supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Duties And Responsibilities
Under lead of Chief Finance Business Management and also the Section Leader Financial Reporting and Analysis, but acting largely on own initiative:
- Project management of corporate planning and budgeting tool and reporting improvements
- Develop metrics, key performance Indicators and dashboards with supporting documentation based on finance/business reporting requirements
- Implement finance/business reporting requirements in the BI system
- Using financial management knowledge/skills: undertake business and performance analysis and studies; and produce reports and presentations to drive increased understanding and improvements in what we do
- Have a range of financial management practical experience especially in planning, budgeting and reporting
- Possess strong analytical skills and quickly understand complex financial concepts
- Have the ability to work in a team and execute specific tasks related to financial reporting and analysis
- Be capable of documenting processes and functional
- requirements, and translate them in BI concepts – user stories for technical development
- Be able to analyse data processes, define the right source data and describe the transformations to be done
- Be able to describe reporting needs and translate these into metrics, KPIs and dashboards
- Be able to undertake, and report on performance analysis including variance analysis and make improvement recommendations
- Be an advanced user in data analysis tools
- Be able to act as a project manager on corporate planning and budgeting, and reporting tools
- Can successfully implement change
- Strong interpersonal skills, with the ability to work independently and to take the initiative
- Good communication skills in English (written & oral)
- Interpersonal skills – can build good relationships with others
- Ability to write reports and presentations
- Highly motivated to deliver – a self starter
- Ability to work independently but also a team player
- Strong financial technical knowledge across planning and budgeting, reporting, accounting, and transactional processing
- Strong analytical skills including performance analysis
- Business Intelligence experience including report building
- Producing financial dashboards with defined metrics and KPIs
- Process improvement including internal controls
- Project management and change management
- Use of Oracle ERP
- Project Management
- Experience in Oracle Analytics
- Experience of OBIA
- Experience in Access database

- On-Site
- Some travel to other NATO sites may be required
- Valid National or NATO Secret personal security clearance
