In September 1970, the Revolutionary People's Constitutional Convention Plenary Session was held in Philadelphia. A typed manuscript lists 15 items, which include 10 Plenary Session workshops on various topics, two letters, a program, and two speeches. The Plenary Sessions held workshops on the following topics: women's rights, health care, gay and lesbian rights, the use of the educational system, the use of the military and police, revolutionary art and the role of artists, the need for solidarity with those of other countries fighting for liberty, the rights of children, and the role of the family. The first letter, dated September 1970, is "A Letter from Black Philadelphians United to All Black People, White People," which calls for Blacks and Whites to work together to end racial oppression. The majority of the collection consists of records generated by Robert Leon White during his tenure as the University's Supervising Architect (1924-1958).

Bacon annotates his memorabilia from his social activities with quotations clipped from Harvard publications (e.g., "Tips for the Freshies")
