Cette décision affectera directement les entreprises canadiennes, notamment celles du Québec, et mettra en péril de nombreux emplois locaux. Par ailleurs, ces tarifs auront des répercussions négatives sur des secteurs clés américains, tels que la défense et l’automobile. « Un tarif de 25 % sur notre aluminium destiné aux États-Unis nuira aussi fortement aux emplois et aux industries, sans oublier les consommateurs. » déclare David Girard, vice‑président de Amcham Québec.

The harm to U.S. industry from the steel and aluminum tariffs announced last night is especially obvious with regard to imports of aluminum from Canada.   The American workers who would stand to benefit from a 25% tariff on aluminum imports are outnumbered 177-to-1 by American workers employed in downstream industries who would be harmed by the tariffs. (graphic below by Mercatus)   For aluminum, U.S. producers have no capacity to replace imports. Net imports meet more than 80% of domestic demand; approximately 60% of this is from Canada.   Aluminum is often called "congealed electricity," as electricity is the chief input. That's why it's often manufactured in places like Quebec with lots of hydropower and relatively few consumers nearby. Meanwhile, in the US, electricity is relatively expensive, and demand is rising as data centers goose demand.   Indeed, U.S. industry made large investments in Quebec’s aluminum sector during World War II to take advantage of its inexpensive hydropower, and those facilities were so prolific that Canada supplied 40% of the Allies’ aluminum production.   It's hard to exaggerate just how central this kind of industrial cooperation has been to the U.S.-Canada security partnership. Canada was recognized in U.S. law to be an integral part of the U.S. defense industrial base years ago.   If implemented, these tariffs will add substantially to the costs of U.S. manufacturers, whose competitiveness will suffer. But the legal claim behind these Sec. 232 tariffs that aluminum imports from Canada "threaten to impair the national security" of the U.S. is incorrect.   PS: My version of the above over on Twitter has some additional links.
