Releasing our 2023-2024 Impact Report. This past fiscal was a big year for regulatory amendments. Child welfare continues to grapple with chronic underfunding, siloed Ministry oversight and increasing administrative pressures. Despite this, agencies like ours continue to show up for our children, youth, families, communities and Nations by improving and expanding programs and services, taking care of ourselves so we can show up for others, and advocating for positive systemic change across social services. Dnaagdawenmag Binnoojiiyag Child & Family Services is a multi-service Indigenous wellbeing agency. We provide a stable foundation for children, youth, and families, through wraparound services that are culturally-based and family-focused. We seek to support our families in the way they deserve, with care and authenticity, and by recognizing and respecting spirit. We form a wholistic, inclusive, and nonjudgmental circle of care. We seek to honour and support those we serve, with a constant commitment to growing our base of knowledge and expertise. Passionate about helping our communities and making them better, healthier places, we are committed to being open, honest, communicative partners with our communities and Nations. With awareness and knowledge of structures of power and history, we approach families as equals, to help them find their place and identity. We advocate for those who do not have a voice, acting with leadership and integrity. Dnaagdawenmag Binnoojiiyag was the vision of grassroots First Nations prevention staff over twenty years ago, they continue the work today and act as an advisory to our Board. We obtained our mandate to seek Designation and to provide child protection services in our jurisdiction from our member Chiefs and Councils. We are an agency that delivers culturally intelligent services to our partner First Nation communities in Ontario. With our team of dedicated staff, we work with children, youth, and families as early as possible to help them navigate various obstacles and access services available to them. We offer services such as Child & Youth Mental Health and Addictions, Native Youth Justice, Youth in Transition, Child Welfare, and Alternative Care. Our Wholistic Service Model At Dnaagdawenmag Binnoojiiyag Child & Family Services, Indigenous children, youth, and families are supported, understood, and appreciated. Kin caregivers are immediate, extended or chosen family members who open their homes. This unique caregiving role allows for less intrusive measures of care. However, the Ontario government provides less financial support to these types of caregiving families. Kin care preserves familial connections and reduces harmful impact of child welfare oversight on children and youth. It deserves adequate support from our government!
Kin and alternate caregivers are central to improving outcomes for children, youth, and families in Ontario’s child welfare system. They play a key role in keeping children and youth connected to their families and communities and maintaining connections integral to their sense of identity and belonging. They also ensure children and youth receive care that is inclusive and identity-affirming. Family- and community-based placements with kin and alternate caregivers is a vital part of the work to advance improved, equitable outcomes for children and youth, particularly those who are overrepresented in the child welfare system (i.e., Indigenous, Black, racialized, and 2SLGBTQ+). Ontario must step up and ensure kin and alternate caregivers have access to resources that truly meet their needs. Association of Native Child and Family Services Agencies of Ontario (ANCFSAO) releases the Customary Care Guide in response to low rates of its application across the child welfare sector. Customary Care is an out-of-placement option for First Nations, Inuit and Métis children and youth. Despite its recognition in provincial and federal legislation, far too many Indigenous children and youth continue to be subjected to foster care placements that do not preserve their inherent rights and maintain connection to family, culture and community or Nation.
