This report measures provincial and territorial progress on energy efficiency programming using 45 metrics across energy efficiency policies and programs, buildings, transportation, and industry. This year, British Columbia stays in the top spot with Québec and Prince Edward Island tied for second place. Our research also shows that energy savings in 2023 increased by 25% over 2022. The 2024 Efficiency Canada Provincial Policy Scorecard is out The latest data shows a national jump in provincial energy efficiency program spending. Provinces are realizing they need more energy savings to manage electricity load growth, energy poverty and affordability challenges. A notable example is Québec. The Province with the cleanest electricity grid, describing electricity as a "precious resource". It plans to increase electricity savings because this creates more room to decarbonize other sectors while continuing to export. This year we see provinces like PEI and New Brunswick dramatically increasing energy efficiency programs for low-income customers and to help get everyone off of expensive heating oil. The policy challenges to build more homes and to build net-zero homes face the same problem - a construction sector that needs to re-invent itself to be more productive and innovative. Net-zero building codes set the right direction for innovation and signal the need to change. The latest Efficiency Canada report walks through promising construction sector innovations and their impacts on productivity and the environment, with micro and macro policy recommendations.
