Fascinating week in London, UK at the ICAO Civil Aviation Legal Advisors Forum and Chicago Convention Article 12 Task Force discussions! In addition to representing Pilots’ interests regarding enforcement of Air Navigation rules pursuant to the Convention, it is has been an incredible opportunity to not only meet regulatory lawyers from across the world but also see some really cool aviation and law sites. A highlight for me was dinner at the Royal Air Force club where I was able to find my Grandfather’s WWII Squadron badge.

ICAO80 in Photos 📸 On 28 May 1947, the ICAO Council convened for its inaugural meeting, with representatives from 21 Member States in attendance. During the session, Mr. Edward Warner was elected President of the Council, and Mr. Albert Roper was confirmed as Secretary General of the Organization, roles they had previously held in the interim Organization. In 1948, the ICAO Council adopted the first set of Standards and Recommended Practices (SARPs) relating to Personnel Licensing (Annex 1 to the Chicago Convention), Rules of the Air (Annex 2), Meteorological Codes (Annex 3), Aeronautical Charts (Annex 4) and Dimensional Units for Air-Ground Communications (Annex 5). What is the ICAO Council? The Council is the governing body responsible for Secretariat oversight, and for the ongoing diplomatic and technical decision making through ICAO while the Assembly is not in session. Each elected Council State appoints a diplomatic representative to ICAO for these three year periods, and they elect a non-voting Council President to manage their work and support and guide their engagements.
