Phase VII of the Lacey Act has officially come into effect as of December 1st, 2024, and it has greatly expanded the list of imported items that will now require a Lacey declaration when entering the US. Labour Minister Steven MacKinnon has chosen to intervene with binding arbitration in both the Port of Vancouver and the Port of Montreal, attempting to bring an end to the work stoppages on both coasts. While port laborers are expected to return to work beginning in the afternoon of November 14th in Vancouver and the 16th in Montreal, the port workers' unions in both Vancouver and Montreal are contesting this decision. While the situation is being resolved, importers are encouraged to work closely with their freight forwarder to get the latest information at the ports. https://lnkd.in/ghemEvSK

Beginning on November 4th, 2024, the BC Maritime Employers Association (BCMEA) has initiated a lockout at the Port of Vancouver as the negotiation deadline with the International Longshore and Warehouse Union (ILWU) has passed. A lockout of this kind will significantly impact all imports and exports into and out of the Port of Vancouver, and importers are encouraged to be patient as lengthy delays without an established timeline are expected. https://lnkd.in/gwzvSbNQ

The motion to defer CARM and appoint an independent 3rd party to implement CARM was defeated 6-5 at the CIIT today. The trade community should prepare for Canada's CCS and CADEX systems to be retired October 4, 2024 at 4 p ET. The blackout will continue through October 21, 2024 at 3 am ET.
