It's the classic solution to workplace abuse and bullying: The more powerful person stays in their position, and the victim moves departments. It seems like a great plan from the outside -- they don't have to work together anymore! -- but in practice, it means that the victim is pulled away from their job and moved into something less directly relevant to their career. That makes it hard to build experience, contacts, and resume you need to build your career beyond this experience.

Remember: It's easier for your boss to avoid promoting you! If you stay where you are, they avoid all kinds of extra work and hassles: they don't lose a team member, don't have to train someone new, and get to avoid jumping over a bunch of HR hurdles. That's why you always have to advocate for yourself. Follow up so much that it's actually easier TO promote you than it is to not.
