Gross harvest of grain and leguminous crops amounted to 144.9 million tons, 2.3 million more than the figure published a month earlier, and also 8.1% less than the gross harvest in 2022. The correction mainly affected the corn harvest. Its estimate increased from 14.4 million to 16.6 million tons.   Prices for class III wheat in Siberia reached 15-15.5 thousand rubles per ton (including VAT), which is 2 thousand rubles higher than its average price in the European part of Russia. This is due to low supply on the Siberian market, crop failure in Kazakhstan. In 2023, the grain harvest in Siberia, due to an abnormally dry summer, amounted to 14.25 million tons (almost 4 million tons below the 2022 figure).   Russian government banned the export of gasoline from March 1 to August 31, increased standards for the sale of diesel fuel at exchange trading to 16% to maintain stable situation in the fuel market during periods of increased demand associated with spring field work.   Additional grain export quota of 4 million tons will be distributed within 2-3 weeks. Russia's logistics capabilities allow to export 7 million tons of grain per month, writes IAA "PortNews" with reference to the President of the Russian Grain Union Arkady Zlochevsky. According to him, this indicator is influenced by weather conditions and preventive repair work on infrastructure. According to the head of the union, Russia needs to increase grain export quotas in order to export about 70 million tons per year due to the expected production profit. 135-145 million tons of grain is expected to be collected in 2024 (in 2023 2024 142 million tons excluding new territories). "The logistics infrastructure allows us to safely maintain the export of 70 million tons of grain a year, but the access to this indicator depends on demand," - Zlochevsky said. He clarified that prices on the world market are falling and Russian grain often loses a competitive battle with other exporters.

  • LEU-AGRO News Update on Russian Agriculture !!!   The Ministry of Agriculture of the Russian Federation proposed increasing the grain export quota in 2024 to 28 million tons, the initial approved quota volume was 24 million tons.   According to the draft government resolution posted on the website regulation.gov.ru, the department proposes to introduce for 2024 (until June 30) a separate and additional quota for the export outside the EAEU of wheat and meslin, rye, barley and corn in the amount of 4 million tons.   However, as the Ministry of Agriculture previously reported, this year a reduction factor will not be applied when distributing the main part of the quota; this mechanism will begin to operate in 2025.   Thus, the size of the additional part of the tariff quota this year will be formed from two parts: 10% of its total volume and the volume that will be formed as a result of voluntary waivers of the allocated quota sizes in April 2024.   The Russian Federation began to impose quotas on grain exports in 2020. The restrictions were introduced from April 1 to June 30 and amounted to 7 million tons. From February 15 to June 30, 2021, a new quota was in force, its volume amounted to 17.5 million tons. At the end of 2021, the government decided that the quota would be annual, valid from February 15 to June 30.   In 2022, its size was 11 million tons, including 8 million tons of wheat. In 2023 - 25.5 million tons without division into types of grain. The quota for 2024 also does not provide for the specific division of grain.   According to the forecast of the Ministry of Agriculture, grain exports from the Russian Federation in this agricultural year (July 2023 - June 2024) may exceed 65 million tons. Revenue from supplies to foreign markets in 2023 exceeded $45 billion for the first time, and based on the results of data calculations, this figure will be even higher.   In January, farmers already purchased about 200 thousand tons of fertilizers, this corresponds to the level of last year. In addition, the preparation of equipment, plant protection products, fuel and seed material continue.   In the country as a whole, farmers are already provided with more than 90% of grain seeds. The minister noted that the regions need to control the preparation of seeds and other crops - sunflower, corn, sugar beets, and vegetables.
