This week, on NORRAG’s blog, Xiaomin Li, David A. Turner, and Danrong Li argue that while UNESCO is often viewed as an independent agent promoting convergence, it should actually be understood as an arena in which national interests clash 🏛️🌎🌍 The authors explore their argument by analysing the development of the UNESCO Global Convention on the Recognition of Qualifications concerning Higher Education, adopted in 2019 and whose preparation took over a decade. How does the world frame young people’s role in the climate crisis? 🌱⛈️ From portraying children as uniquely vulnerable to climate change to failing to discuss the implications of some youth in it, current dominant framings on the Anthropocene generation obscure more nuanced understandings of its engagement with the climate crisis. In this week’s blog, authors Audrey Bryan and Yoko Mochizuki challenge these framings ✍️ and offer insights into how to interpret them: Childhood Innocence/Vulnerability Frame 😇 : Children are portrayed as uniquely vulnerable to climate change despite the climate crisis affecting people differently based on age, gender, physical status, or geographical location. Meanwhile, the childhood innocence/adult responsibility dichotomy paints older generations as entirely culpable for climate change, failing to account for young people’s own contributions to carbon emissions in consumer capitalist societies. The Exceptionalism/Heroism Frame 🦸 : framing young climate activists as heroes risks placing the burden of responsibility solely on them. The Mental Health/Eco-Anxiety Frame 🧠: portraying young people as especially vulnerable to climate anxiety risks overlooking other social groups, including older and marginalised populations. The Agency/Activism Frame ✊ : while young people are defined as agents of change, those engaging in disobedience are criminalized. Moreover, climate activism by communities of color worldwide is obscured by an overwhelming focus on Global North white climate activism. These frames reveal a more uncomfortable reality of the youth’s engagement in climate change. They do so to elevate more justice-driven approaches to climate action and consider the needs and perspectives of those who suffer most, regardless of age or social status, from the effects of climate change. 📌https://ow.ly/bmfF50UBCWQ

Sub-Saharan Africa (SSA)-based authors are crucial to Foundational Literacy and Numeracy research. However, they are systematically excluded from high-impact publications. What can global education and development researchers and practitioners do to foster a more inclusive publishing environment? 📝 According to blog author Hélène Binesse, FLN is essential for lifelong learning and success. However, only one in five children in SSA reaches the minimum proficiency levels by the end of primary education. Local FLN research is critical to addressing such context-specific challenges 🎒 Despite this, according to Binesse, SSA-based researchers “face significant challenges to publishing in high-impact journals, often requiring international collaboration for visibility.” While interest in FLN is growing, and so are the significant contributions of SSA-based scholars, such scholarship is heavily concentrated in just six African countries: Kenya, Uganda, Nigeria, Ethiopia, Tanzania, and Malawi, which produce 73 percent of FLN publications 🌍 What is more significant is that despite producing the most scholarship on FLN, studies conducted with SSA-based authors often tend to be published in lower-impact journals, displaying clear inequality. Additionally, the most cited FLN articles frequently had one author from the Global North and often covered interdisciplinary topics, like health. The Global North-dominated academic publishing system perpetuates inequalities in access and authorship. According to Binesse, individual researchers and practitioners should help foster a more equitable research landscape by reflecting on their citations and striving to engage with and include scholarship in languages other than English 🤝 👉https://ow.ly/YuN750Uu141
