Beijing-headquartered law firm DeHeng Law Offices has entered into an alliance with Indonesian law firm ARKO Law to launch a joint legal offering in the country that aims to assist the increasing number of Chinese businesses entering Southeast Asia’s largest economy. The new office, DeHeng ARKO Law Offices, is DeHeng's 59th branch globally and its third in Southeast Asia after Laos and Singapore. The announcement comes shortly after DeHeng became the first Chinese law firm to have an office in Saudi Arabia. The new office will be co-led by Beijing partner Harrison Jia (Jia Hui) and ARKO senior partner Eva Armila Djauhari. Jia had earlier helped DeHeng launch its Laos outpost. During the 2024 Forum on China-Africa Cooperation, DeHeng Law Offices co-hosted two business forums in Beijing with the Embassy of Namibia and the Embassy of Côte d'Ivoire. The Namibia forum featured His Excellency Nangolo Mbumba, President of Namibia, while the Côte d'Ivoire forum was keynoted by His Excellency Tiémoko Meyliet Koné, Vice President of Côte d'Ivoire. Prior to the Namibia forum, Chairwoman Dr. Wang Li and Partner Wei (David) Chen, Head of Cross-border Transactions, met with President Mbumba. Mr. Chen had recently advised on two major deals in Namibia: the acquisition of Osino Resources by Yantai Gold and the acquisition of the Tsumeb Smelter by Sinomine Resource Group, both of which closed in late August. Executives from both companies also met with President Mbumba to discuss the future of Namibia’s resource sector. Namibia’s oil and gas sector is on the brink of a significant boom following discoveries in the Orange Basin, while Côte d'Ivoire is set to become a major oil and gas producer due to recent discoveries. However, both countries are looking to diversify their economies, with China expected to play a key role. Honourable Carl-Hermann Gustav Schlettwein, Namibian Minister of Agriculture, Water Resources, and Land Reform, emphasized the need for irrigation solutions and agricultural machinery to combat Namibia’s water scarcity. Meanwhile, the Côte d'Ivoire forum showcased opportunities in non-resource sectors, including agriculture, tourism, logistics, and manufacturing, with over 500 business representatives from China and Africa in attendance.

As competition for critical minerals intensifies, DeHeng Law Offices believes Africa is set to become the most important continent for outbound Chinese mining investment. During the Forum on China-Africa Cooperation week in Beijing, held from September 4 to 6, we hosted a seminar on mining M&A in Africa, with a focus on copper, gold, and lithium projects, and key legal topics in South Africa, Zambia, Democratic Republic of Congo, and Namibia. We were honored to welcome Chanda Musonda-Chiluba and Harriet Mdala from MAY and Company in Zambia for their second visit to Beijing this year, highlighting the strengthening ties between Zambia and China. Joining us in person, Central Africa practitioner Nicolas Dupont from Janson in Belgium delivered a presentation on recent developments in DRC mining law and the potential for increased resource nationalism. Both Zambia and DRC are copper powerhouses in Africa with significant growth anticipated. Additionally, Warren Beech, a leading figure in the African mining bar from Beech Veltman, provided insights via Zoom on South Africa, including on Northern Cape's emerging potential for copper and lithium mining. DeHeng has been active in Namibia this year, with Wei (David) Chen acting as lead counsel for Chinese buyers on two public M&A deals listed in Canada: one involving an advanced gold mining project and the other a copper smelter. She Wei of DeHeng shared these developments during the seminar, while Li Kaqi wrapped up the event with case studies from across Africa.

We recently celebrated two landmark back-to-back deals involving Namibia. During an investment seminar held as part of the Namibia Independence Day celebration in Beijing last week, Namibian Ambassador Elia Kaiyamo highlighted two public M&A transactions advised by DeHeng Law Offices, completed within a single month. Beijing-based partner Wei (David) Chen, Head of Cross-border Transactions, represented the buyers in both deals. The first was the acquisition of Osino Resources by Yintai Gold for C$368 million, quickly followed by the purchase of the Tsumeb smelter for C$65.6 million by Sinomine Resource Group from Dundee Precious Metals. The Tsumeb smelter is particularly significant to Ambassador Kaiyamo, as it is located in his hometown. We are grateful to Ambassador Kaiyamo for his recognition and look forward to helping more successful collaborations between Namibia and China.
