Established by Dr. Ma Jun, the Institute of Finance and Sustainability (IFS) is a Beijing-based non- profit think tank specialized in ESG investment, natural capital, green technology innovation, and low-carbon transitions. Its mission is to advance green finance and sustainable development in China and globally, through high-quality research, capacity building, and advocacy work on green finance policies as well as market and product development. IFS clients include international organizations, domestic and foreign governments, financial institutions, and enterprises. In recent years, the IFS has managed the Green Finance Leadership Program (GFLP), supported several domestic and foreign sustainable standards-setting and international cooperation mechanisms, and provided over 100 advisory services, on topics such as regional and enterprises’ carbon neutrality roadmaps, taxonomies, green and transition finance products, ESG evaluation systems, green supply chain, sustainability disclosure, environmental and climate risk analysis.

  • 6th Plenary Meeting of Green Investment Principles (GIP) Convened in Hong Kong Hong Kong, October 24, 2024 – The Green Investment Principles (GIP) for the Belt and Road held its 6th Plenary Meeting in Hong Kong, gathering about 100 representatives from member institutions and partners both in-person and online to advance sustainable finance along the Belt and Road. Opening remarks were delivered by the co-chairs of the GIP Steering Committee. Dr. Ma Jun, Chairman of the China Green Finance Committee, celebrated GIP's rapid growth and emphasized four key focus areas: transition finance, sustainability disclosure, nature-positive financing, and capacity building. Sir William Russell, UK Co-Chair and Co-Chair of the UK-China Green Finance Taskforce, highlighted milestones in China-UK collaboration and GIP's vital role in promoting international cooperation and supporting sustainable finance in emerging markets. Patrick Lau, Deputy Executive Director of Hong Kong Trade Development Council, discussed Hong Kong's initiatives to facilitate green transactions in the global South and the importance of empowering SMEs. Cecilia Kwei, Director of Standard Setting at Hong Kong Institute of Certified Public Accountants (HKICPA), provided insights on enhancing sustainability disclosures in line with ISSB guidelines, stressing the need to raise ambition, identify bottlenecks, and support implementation. The GIP Secretariat shared key findings from its annual report, noting significant progress in governance, risk management, and diversification of green financial products, while highlighting gaps in climate scenario analysis, quantitative disclosure, and accounting of financed emissions. Regional chapters from Central Asia, Africa, and ASEAN shared their progress and plans, expressing a strong desire to collaborate more closely with working groups and pursue region-specific research, advocacy, and capacity-building initiatives. Member-led working groups presented ongoing programs, including seven capacity-building events since the previous plenary in September 2023. Upcoming activities will focus on climate risks, financed emissions, and transition-related policies, disclosures, and products. To recognize members' efforts in implementing GIP and advancing green investments, the GIP Secretariat presented awards to 12 member institutions in categories such as Best Green Transaction, Best Implementation, Best Innovation, and Outstanding Service. CHENG Lin, Head of the GIP Secretariat Beijing Office, introduced the Capacity-building Alliance of Sustainable Investment (CASI) and its online learning program, encouraging members and their clients to utilize the services and provide feedback. In concluding remarks, Dr. Ma Jun reaffirmed GIP's commitment to expanding membership, enhancing collaborations with global initiatives, scaling up capacity-building efforts, and facilitating green transactions through its regional chapters.

    💡 Dr Ma Jun met the Qatar Central Bank in Doha Dr Ma Jun met with Sheikh Ahmad Al-Thani, Assistant Governor of Qatar Central Bank, on the morning of Sept 23rd. During the meeting, Dr. Ma provided updates on CASI's expanding network and upcoming events, as well as the main topics to be covered under the CASI Academy’s online courses – a newly launched e-learning platform for sustainable finance. He emphasized the importance of capacity-building in sustainable finance taxonomy, sustainability disclosure, incentive policies, green project origination and transition finance, especially transition planning for corporations and financial institutions in the Middle East. During the discussion, they explored collaborative opportunities under the CASI, including developing content specifically about the MENA region for the CASI Academy. They also discussed potential partnerships with various organizations in Qatar, including entities under the Qatar Financial Centre and Hamad Bin Khalifa University (HBKU).   • Reflections and Future Directions from IFS’s Mid-Year Retreat 🔔 Last Friday, Dr. Ma Jun, President of the Institute of Finance and Sustainability (IFS), led a thought-provoking mid-year retreat at IFS’ Beijing Office. During his comprehensive review of the mid-year progress, Dr. Ma highlighted significant advancement in research on the potential, challenges, and complexities of transition finance in China. He noted that various case-specific solutions are currently being implemented to accelerate the sustainability transition within the banking and corporate sectors. Looking ahead, Dr. Ma identified transition finance, connectivity of the Asian carbon markets, and sustainable finance capacity building as the next few core focus areas. He also emphasized the overlap between transition finance taxonomy and green finance taxonomy, underscoring the necessity of harmonizing a nationally applied carbon accounting method. Additionally, Dr. Ma pointed out that bilateral collaboration on tariff reduction could incentivize the import and export of low-carbon products between countries. Regarding nature-based projects, Dr. Ma highlighted the importance of enhancing their bankability, citing the transformative 'greening magic' of the Kubuqi Desert. This project successfully combines reversing desertification with photovoltaic construction and herbal medicine planting, achieving a win-win for both the environment and the economy. The retreat, attended by over 60 staff members from IFS Beijing and Huzhou offices and guest speakers, boosted morale, improved collaboration, and fostered creativity among the team members.   • Yantai City Releases China’s First Blue Finance Taxonomy Yantai Municipality, in collaboration with the Institute of Finance and Sustainability (IFS) chaired by Dr. Ma Jun, has launched China’s first blue finance taxonomy to guide investments towards ocean-related sustainable projects. At today’s “Blue Finance Innovation and Development” conference, co-hosted by Yantai Government, IFS, and other agencies, Ms. Bai Yunwen, Vice President of IFS, unveiled the taxonomy. It includes 84 types of sustainable blue projects, such as sustainable fisheries, ocean power, and marine tourism. This taxonomy will help financial institutions identify eligible projects for blue finance, including blue bonds, loans, insurance products, carbon credits, and funds, and allocate fiscal incentives like interest subsidies. Dr. Ma Jun praised Yantai for leading blue finance in Shandong. He highlighted that this taxonomy could set a foundation for broader standards in mobilizing sustainable finance for the blue economy. Key components of a blue finance ecosystem include a blue taxonomy, TNFD-based disclosure, financial products, policy incentives, and innovative projects.   • On May 15, 2024, the Capacity-building Alliance of Sustainable Investment (CASI) successfully held its third monthly seminar, in a hybrid way, with the theme of "Sustainable Finance Taxonomies: Fostering Sustainable Finance and Reducing Investment Risks". The event was co-hosted by Climate Bonds Initiative (CBI), a member of CASI. Experts from the Securities Commission of Malaysia, Bank Indonesia, PwC China, ClientEarth, and Societe Generale were invited to share their insights and engage in discussions. CASI is an international platform founded by IFS that provides high-quality and impactful sustainable finance capacity-building services for emerging markets and developing countries. Through monthly seminars, offline training activities, online learning courses, and other formats, CASI aims to reach 100,000 people by 2030.     On May 15, 2024, the Capacity-building Alliance of Sustainable Investment (CASI) held its third monthly seminar, themed "Sustainable Finance Taxonomies: Fostering Sustainable Finance and Reducing Investment Risks". Co-hosted by the Climate Bonds Initiative (CBI), the event featured experts from the Securities Commission Malaysia, Bank Indonesia, PwC China, ClientEarth, and Societe Generale. Sean Kidney, CEO of the Climate Bonds Initiative, discussed global progress in sustainable finance taxonomies, particularly in Asia. He emphasized the urgent need to overhaul our approach to managing the planet, affecting energy systems, architecture, urban planning, and agriculture. Taxonomies offer guidance for these challenges, promising low-risk, high-return opportunities for investors. Collaboration among leading economies is crucial for this transformative change. Nur Nadira Awang Adek, Senior Manager at Securities Commission Malaysia, discussed Malaysia's Sustainable and Responsible Investment (SRI) Taxonomy, which guides sustainable investments and climate transition financing. This voluntary taxonomy identifies activities aligning with environmental and social objectives without causing harm to other goals. The Malaysian Securities Commission plans to refine this taxonomy and align it with national and ASEAN policies. Heru Rahadyan, PhD, Assistant Director at Central Bank of Indonesia, highlighted Indonesia's higher GHG reduction targets of 31.89% (unconditional) and 43.2% (conditional) by 2030, demanding significant financing. In 2023, Indonesia mandated Bank Indonesia to regulate sustainable finance, requiring financial institutions to prepare sustainability reports and align with international standards. Banks are encouraged to develop green bonds and support the low-carbon transition.   In the panel discussion, speakers shared perspectives on how to promote financial support for sustainable development and avoid green-washing risks. These speakers included Qing Ni, Sustainability Markets Leader, Climate and Sustainability Leader, PwC Mainland China and Hong Kong; Rachel Hemingway, Head of Transition Programmes, CBI; Danting Fan, Climate and Finance Lawyer, ClientEarth; and Amy Z., ESG Solutions & Product Strategist for Global Markets in Asia Pacific, Societe Generale. They provided insights from the angles of sustainability disclosure, transition finance development, anti-greenwashing measures, and ESG investment trends. NI Qing highlighted the evolving global landscape of sustainability disclosure, driven by ISSB, EU CSRD, U.S. SEC, and China’s guidelines for listed companies. Rachel Hemingway emphasized credible projects in climate transitions, with policies and taxonomies guiding transition finance. FAN Danting warned that unclear guidance leads to greenwashing, undermining investor confidence. Amy Zhang noted that despite greenwashing concerns, ESG investment remains viable, with future focus on transition and impact.
