Five new MCDF Finance Facility grants for promoting high-quality cross-border #ConnectivityInfrastructure were approved by the #MCDFGoverningCommittee during its meeting in Riyadh, Saudi Arabia. Asian Infrastructure Investment Bank (AIIB) will implement four of the associated projects and CAF -banco de desarrollo de América Latina y el Caribe- will implement one. This brings MCDF’s portfolio to 38 project support grants, totaling USD43.29 million. These grants are expected to mobilize USD7.65 billion in connectivity investment across Africa, Asia, and Latin America and the Caribbean. The Multilateral Cooperation Center for Development Finance (MCDF) is a multilateral initiative to increase high-quality infrastructure and connectivity investments in developing countries in compliance with International Financial Institution (IFI) standards, including by encouraging other investors and financial institutions to adopt such standards. The MCDF is designed to reinforce the numerous existing global, regional and sectoral initiatives established in response to the need for more connectivity infrastructure in the world. It will support implementation of the G20 Quality Infrastructure Principles, the UN Agenda 2030 and its Sustainable Development Goals (SDGs), as well as the Paris Climate Agreement. With its goal of working in cooperation with existing channels and mechanisms, the MCDF will aim to contribute positively to a better-connected world built on high quality, sustainable infrastructure.

In the #MCDF2023Annual Report, Jiangshi Yao of the Asian Infrastructure Investment Bank (AIIB) discusses a Central Asian Connectivity Study under development to enhance multi-country coordination and capacity to originate high-quality cross-border connectivity (CBC) projects in the region. The project is supported by a USD165,375 MCDF information-sharing grant and is being implemented by AIIB. The main findings of the MCDF-supported study will help identify potential cross-border connectivity investment opportunities in Central Asia. The MCDF grant is accompanied by AIIB-funded work to identify implementation-ready CBC projects and an Islamic Development Bank (IsDB)-funded dialogue channel for Central Asian countries and project partners. In the #2023MCDF Annual Report, Masahide Marco Yamaguchi of the African Development Bank Group (AfDB) explains how the African Ports Portals Connectivity project seeks to facilitate investment in the continent’s ports and maritime sector by addressing data gaps and measuring port performance. The project is supported by a USD2.15 million MCDF capacity building grant and is being implemented by AfDB. Activities funded by the grant include a port data book, a secure web-based tool for managing port information, and an African ports index with benchmarking sub-indices that cover key thematic areas in port operations and development planning. Crédit Agricole du Maroc (CAM), a large commercial bank in Morocco, will serve as an intermediary in the African Development Bank Group (AfDB)-invested Green Infrastructure Banks Initiative which aims to unlock low carbon infrastructure financing in North Africa. The initiative is supported by an existing USD2.1 million MCDF project preparation grant. AfDB originally selected the Commercial International Bank (CIB Egypt) in Egypt and the Bank of Africa (BOA) in Morocco as financial intermediaries for this initiative but subsequently elected to replace BOA with CAM. The MCDF Governing Committee (GC) approved the change during its meeting in Riyadh, Saudi Arabia on 17 December 2024. Under the new terms of the MCDF grant, which was approved by the GC in September 2023, technical assistance will be provided to CAM and CIB to develop green investment frameworks and pipelines of bankable green infrastructure and connectivity projects. MCDF CEO Zhongjing Wang and staff held bilateral meetings with Ministry of Finance, Saudi Arabia (MOF), Saudi Fund for Development (SFD), and Islamic Development Bank (IsDB), on the sidelines of the #MCDFGoverningCommittee meeting and Retreat hosted by Saudi Arabia on 17 and 18 December in Riyadh. A team from the #MCDFSecretariat also visited senior colleagues at IsDB headquarters in Jeddah on 19 December. CEO Wang met with Deputy Finance Minister H.E. Mr. Khalid Bawazier at MOF on 17 December. Deputy Minister Bawazier praised MCDF’s unique support for connectivity project preparation, capacity building, and information sharing. CEO Wang thanked Deputy Minister Bawazier for his ministry’s strong support for MCDF. They discussed the Workshop Series on Innovations in Renewable Energy Technology and Connectivity co-organized by Saudi Arabia MOF, MCDF, Asian Development Bank (ADB), and IsDB, to be launched in early 2025 and targeting related ministries and utility companies in developing countries. In the afternoon of 17 December, MCDF CEO Wang met SFD CEO H.E. Mr. Sultan A. Al-Marshad and senior staff at the SFD office. CEO Marshad expressed his desire for SFD to work with MCDF #ImplementingPartners (IPs) seeking MCDF Finance Facility project support grants. On 19 December, an #MCDF Secretariat team comprised of Mr. Ayumi Konishi, Senior Advisor to the CEO, Mr. Frederic Wiltmann, Program Team Head, Mr. Strahan Spencer, Platform Team Head, and Ms. Rui Mi, Acting Corporate Secretariat Unit Head visited IsDB Headquarters in Jeddah for technical discussions following IsDB’s signing of an MCDF Finance Facility IP Agreement with MCDF Administrator, the Asian Infrastructure Investment Bank (AIIB). In a meeting with Mr. Anasse Aissami, IsDB’s Acting Vice President of Operations they discussed the status of the MCDF Finance Facility portfolio and opportunities to support capacity building programs presented by IsDB to the MCDF Finance Facility in 2025-2026. The project aims to foster high-quality road investment in Cambodia critical to regional supply chain growth and sustainable development, in line with the 2025 Association of Southeast Asian Nations (#ASEAN) Connectivity Master Plan. The pre-concept paper support will be implemented under the Asian Infrastructure Investment Bank (AIIB)'s Joint 3-Year Program with ASEAN Supporting Infrastructure Connectivity in the ASEAN Region. The GC approved a USD2.69 million grant for the program in October 2022, including a provision for six early project preparation (pre-concept paper) support totaling USD900,000 (up to USD150,000 each). The project will be implemented by the Asian Infrastructure Investment Bank (AIIB). The #MCDF grant will fund activities to assist DBK in enhancing and implementing its environmental and social management system (#ESMS). The enhanced ESMS will apply to a non-sovereign backed on-lending facility of up to USD100 million provided by AIIB. The objective is to build DBK’s institutional capacity to conduct environmental and social (E&S) due diligence that complies with standards required for financing by AIIB and other International Financial Institutions (#IFIs). The pre-concept paper support will be implemented by the Asian Infrastructure Investment Bank (AIIB). The #MCDF grant will fund early technical assistance for constructing a 4.32km link comprised of roads and a 2.6km bridge that traverses three islands in the Maldives’ North Malé atoll, at the heart of the Indian Ocean. The link will facilitate people and goods flows between residential areas in Giraavaru-Falhu, greater #Malé, the Uthuru-Thilafalhu agricultural zone, the Thilafushi industrial zone, and major ports. Among these include Malé Port, the new international port in Thilafushi’s emerging Special Economic Zone, and Velana International Airport (#MLE) in Hulhulé. A USD525,000 grant that aims to build the institutional capacity of Bangladesh’s Eastern Bank PLC. (EBL) to prepare sustainable infrastructure financing was approved by the #MCDFGoverningCommittee during its meeting in Riyadh, Saudi Arabia. The project will be implemented by the Asian Infrastructure Investment Bank (AIIB). The #MCDF grant will fund activities to improve EBL’s environmental and social management system (#ESMS) and practices, including a project-level grievance redress mechanism. The enhanced ESMS will be the first infrastructure-focused (non-sovereign backed financing USD50 million) on-lending facility provided to EBL by a multilateral development bank.
