🚀 It is the final day of our authors' workshop for our book project on ‘Responsibility in Space’. The AIA NRW Outer Space Affairs working group has brought together experts to explore this urgent question of responsibility, spanning law, policy, and philosophy. In his keynote speech, Prof. Hobe, emphasised the importance of responsibility in today’s decisions, noting that they must pass the test of ensuring the next generation can live with the consequences of our actions. Our director, Dr. Mayssoun Zein Al Din, underscored the necessity of an interdisciplinary and international approach to addressing these challenges as a global community. We extend our gratitude to the authors for their dedication and invaluable contributions to this book, which aims to illuminate the dimensions of these critical issues and pave the way for meaningful action. Historical oral hearings on states' responsibilities for climate change are underway at International Court of Justice (ICJ)! "If we as humanity more generally and as regulators of space more specifically see outer space as environment, I feel like there are lots of normative, philosophical, political implications following that starting point. What I am trying to do in my research is to explain how we can expand what environment is and how we can incorporate this in the way that we regulate outer space", states Associate Fellow Güneş Ünüvar during his latest interview for AIA's Impulse series. On the 23rd anniversary of the first Afghanistan Conference at the Petersberg in Bonn, I had the honor of welcoming Afghan President Hamid Karzai for a conversation. We discussed the current situation and explored future perspectives for Afghanistan. Karzai has always represented hope for his country. During our exchange, he emphasized the importance of a national dialogue as a cornerstone for progress. This meeting serves as a reminder that even in times of great challenges, dialogue and shared vision remain vital for a brighter future. Academy of International Affairs NRW

🚀 Outer space: a new frontier for politics, economy, and cooperation! As commercial interest and state involvement grow, so do the challenges of responsibility. From legal frameworks and ethical standards to protecting future generations, the stakes are high. Last Thursday, November 14th, Academy of International Affairs NRW hosted a fantastic Workshop entitled "To the Moon and Back: Lunar Policy-Making, Security, and Cooperation in Europe and Beyond" that Raúl González Muñoz and I organized. The Workshop brought together an inter-disciplinary and multi-stakeholder group of experts and professionals active in the European space sector, where issues relating to Lunar and cislunar activities, as well as European space sector and policy-making were discussed. Across three panels, we engaged in self-reflective and solution-oriented discussions about Europe and its future in outer space, in a global political landscape which is increasingly defined by the 'race' between major spacefaring nations and emergent political blocs. A few personal takeaways (though the discussion went much deeper than what is captured below): - 'Europe' has different political, strategic, and legal definitions in the context of outer space. Its political fragmentation is evident with parallel institutional frameworks, such as the EU and the ESA. An emphasis on national space policy-making adds to this complexity. It is of utmost importance that different processes remain in sync: this is different from a complete overlap, as certain divergences in national space policy-making seem highly likely. The importance of this alignment is exacerbated as the EU intensifies its policy/law-making activities in this domain. - Current global landscape in Lunar policy is more complex than an Artemis Accords versus International Lunar Research Station dichotomy. Characterization of this dichotomy as a 'race' or a competition dilutes the importance of cooperation and coordination between these prominent blocs. Europe can play a role in readjusting this discourse. - What is the role of the European Union going forward? Is it, or should it be, that of a 'convener', where Member States can engage in constructive dialogue - or a 'rule setter', where rules are dictated top-down? - An empirical blend of proactive and reactive law and policy-making is of utmost importance when it comes to the Moon. We cannot aspire to set foot on the Moon with no rules whatsoever (which is not the case anyway), but we also cannot realistically have rules and policies for everything before we go back. - It is crucial to listen to technical experts. One of my personal highlights was the discussion on technical challenges related to Lunar orbital activities, Lunar orbit traffic management, and how these operations can assist surface operations on the Moon.
