Muggiano/#La Spezia/#Italy - 18 November 2024, at the OCCAR (Organisation for Joint Armament Co-operation) premises in #Muggiano, the Amendment Nr.5 to the #TLSM (Through Life Sustainment Management) Contract has been signed by the ORIZZONTE SISTEMI NAVALI S.p.A. Sistemi Navali Managing Director Mr. Giovanni #Sorrentino and the OCCAR - HORIZON Programme Manager Mr. Luigi #Durante. This contract, which commenced in late 2019, was aimed to provide the In-Service Support to 10 Italian FREMM Frigates up to June 2025. The signing of Amendment No. 5 was an important step forward for the conclusion of the contractual activities to ensure the complete delivery of corrective maintenance and all deployment activities for the #FREMM Class Naval Units up to the end of the contract. The importance, that Italy provides #OCCAR as an Organisation by assigning it the mandate for the management of the TLSM Contract, must be highlighted. This is the result of excellent synergies established between the Marina Militare Italiana, the OCCAR #HORIZON Programme Division and Industry achieved throughout the development of the initial ISS (Temporary Global Support), through which significant know how and experience were developed which led to successfully tailoring the new support approach to the real operational requirements and consequently optimizing its cost-effectiveness. OCCAR-EA Deputy Director participates in #BSC24 Berlin/Germany, 20 November 2024 - The OCCAR (Organisation for Joint Armament Co-operation)-EA Deputy Director, Rear Admiral Massimo Scialpi was invited to #BSC24 as a participant on the panel entitled "Accelerating Armament Procurement." #BSC24 is a high level conference on European Security and Defence. As such OCCAR was honoured to once again participate and contribute its perspectives and role of OCCAR in how the Organisation currently manages 23 complex, cooperative defence equipment programmes with leading CEOs and National Armament Directors (NADs). HYDEF ILS and Fourth Core Stakeholders Workshop Concluded Überlingen/Germany, 20 November 2024 - Diehl Defence hosted the #European #Hypersonic #Defence #Interceptor (#HYDEF)´s Integrated Logistic Support and fourth Core Stakeholders Workshop (CSW) at its industrial facility in Überlingen/Germany. The meeting was attended by national experts from the OCCAR (Organisation for Joint Armament Co-operation) HYDEF Programme Participating States and industrial partners of the HYDEF Consortium. The aim was to present the current system concepts to Core Stakeholders and ensure alignment of the system concept with the mission and user needs to contribute to the next version of the CONOPS that will be delivered at the Concept Selection Milestone. The session was also focused on Integrated Logistic Support topics as definition of maintenance levels, support concept, use profile/life cycle, life cycle cost-concept, ILS elements, environmental/disposal/recycling, ILS plan and next steps. Additionally, an overview of the current Interceptor options under consideration was provided. OCCAR-EA Director and Head of Programmes Visit BOXER Production Facility at KNDS UK in Stockport, UK #Stockport, #UK, 18 November 2024 – The OCCAR (Organisation for Joint Armament Co-operation)-EA Director, Mr. Joachim Sucker, and Head of Programmes, Mr. Darren Ash, visited the BOXER production lines in Stockport, UK, together with the OCCAR-EA BOXER Programme Manager, Ms. Alexandra Alonzi MSc MSci Alonzi. They were hosted by Mr. Ian Ian Anderton, Managing Director at KNDS UK Defence Ltd, and Dr. Alexander Dr. Alexander Abeler, Managing Director at #ARTEC, alongside other members of the #BOXER team. The visit provided the Director and Head of Programmes an excellent opportunity to be briefed on #KNDS UK Defence Ltd’s current portfolio and future plans, as well as allowing a detailed review of current and strategic topics in the BOXER Programme. This was followed by an on-site tour of the purpose-built BOXER production facilities, showcasing the progress made to ramp up the facility to full production rate and the planned investment to support BOXER production now and into the future. Ground Alerter 10 (GA10) Contract Signed On 15 November 2024, the OCCAR (Organisation for Joint Armament Co-operation)-EA Director, Joachim Sucker and the representative of THALES LAS, Mr. Kai Taylor, signed the Contract for the Ground Alerter 10 (GA10) Standard 3 Programme. The GA10 capability provides fully automatic, 24/7 Sense & Warn radar protection and comprises both the radar system and a foldable mast for swift deployment. The aim of the GA10 Standard 3 Programme is to improve the performance of the radar (including 3D capability), increase its threats detection scope and address obsolescence aspects via the provision of a Mid-Life Upgrade (MLU) to the existing counter artillery system, which is currently in service with #Germany and #France and is manufactured by Thales Land and Air Systems (LAS) Germany. The programme scope includes the definition, development and embodiment (retrofit) of existing systems and an improved design, in addition to initial In-Service Support (ISS) with THALES LAS Germany as the prime contractor. This new OCCAR programme involves Germany and France as Participating States and will be managed within the #COBRA Programme Division in the OCCAR site in Bonn, Germany.

German Minister of Defence Boris Pistorius visits OCCAR-EA Bonn/Germany 15 November 2024 OCCAR-EA Director, Mr. Joachim Sucker, welcomed the German Minister of Defense German Federal Ministry of Defence | Bundesministerium der Verteidigung , Mr. Boris #Pistorius, at the OCCAR (Organisation for Joint Armament Co-operation)-EA #Bonn site. Minister Pistorius and Director Sucker discussed the role and potential of OCCAR in #European #Defence Procurement initiatives. Following the signing of the OCCAR-EA guest book, the Minister first met with some 50 German OCCAR staff members for a fruitful exchange on current issues and personal experiences working in an International Organisation. Minister Pistorius expressed his support and respect for their work. The Minister then addressed some 100 OCCAR international staff members from nine European nations at the Bonn site, congratulating them for their work, once again emphasising his strong support. The visit concluded with a 20-minute press conference attended by the German press. In his statement, Mr. Pistorius stressed his conviction of OCCAR’s management approach of complex, cooperative defence equipment programmes and that he believes in and supports the strengthening of #cooperative #procurement. Finally, he underlined his ongoing support for the #OCCAR stating that Germany will continue to award programmes to OCCAR as the Centre of Excellence in #European #Defence programmes. European Commission and OCCAR Sign Financial Framework Partnership Agreement to Strengthen EU Defence Cooperation This landmark agreement, a result of extensive collaboration and negotiations between the two organizations, will streamline the implementation of EU defence projects under indirect management. Brussels, 14th of November 2024 — The European Commission, represented by Directorate-General for Defence Industry and Space (#DG #DEFIS), and the Organisation for Joint Armament Cooperation (OCCAR) have signed a Financial Framework Partnership Agreement (#FFPA), marking a significant step forward in the European Union's vision for a stronger and more unified European defence landscape. This landmark agreement, a result of extensive collaboration and negotiations between the two organizations, will streamline the implementation of EU defence projects under indirect management. In the presence of DG DEFIS’ Director-General Timo Pesonen and OCCAR Director Joachim Sucker, the agreement was co-signed on behalf of Executive Vice-President Margrethe Vestager. This agreement formalizes the working procedures between the European Commission and OCCAR (Organisation for Joint Armament Co-operation), laying a robust foundation for future cooperation in #European #Defence Programmes. A Milestone in European Defence Collaboration The new FFPA aims to simplify and synchronize processes for transferring EU-funded defence projects to OCCAR under indirect management, an arrangement that has seen considerable success with projects under both the European Defence Industrial Development Programme (#EDIDP) and the European Defence Fund (#EDF). To date, OCCAR has been entrusted with the management of six major projects, representing a total EU funding investment of €442 million. Another high-impact project, valued at over €150 million, is slated for inclusion shortly. This agreement makes OCCAR the first entity formally entrusted by DG DEFIS to manage EU-funded defence actions under such a partnership framework. Through this #FFPA, the procedures governing indirect management of EU-funded defence initiatives will be streamlined, improving efficiency across the board for all future European Defence Programmes that adopt this model.
