🎺The UNFCCC-led Paris Agreement Credit Mechanism (PACM) is becoming fully operational, following decisions taken at COP29 held in Baku.👏🏽Host countries have a crucial role to play in advancing the roll-out of the new mechanism, by approving the transition of Clean Development Mechanism (CDM) activities to the PACM. Recognizing their new responsibilities under the Paris Agreement, host countries should pay close attention to whether activities requesting transition contribute meaningfully to their NDCs. If yes, there are several steps required to seize this opportunity to leverage the potential of the Article 6.4 Mechanism. 📝 Host countries must ensure the submission of the Host Party Participation Requirements for the PACM [🔗 find the form here: https://lnkd.in/eYqjr5JZ] as a prerequisite before submitting a request for transition approval. 📝 Host countries must also complete and submit the CDM activity transition approval form to the UNFCCC secretariat by 31 December 2025. 📝 Important reminder: approving activity transition is only the first step on the journey towards generating A6.4 carbon credits. Host countries later will also need to authorize their use separately´– meaning that greenlighting activity transition now does not jeopardize their prerogative to take decisions on authorisation later on, but accelerates the roll-out of the PACM. This is especially important for countries that are still working on their A6 institutional frameworks and associated procedures. 📋 For new PACM activities, the Article 6.4 Supervisory Body (SBM) is set to expedite work on standards, tools, and guidelines, with a particular focus on updating CDM baseline and monitoring methodologies. Using these new A6.4 methodologies enables the submission and eventual registration of new PACM activities, expected in 2025. 🗙🌱Deep fraud through fake Chinese carbon market projects – our Senior Founding Partner, Axel Michaelowa, gives an interview to Deutsche Welle and ZDF for their investigation. The investigation details how German auditors helped Chinese fraudsters 🪙 to invent emission reduction projects in China. The auditors claimed having visited projects that, in reality, did not exist or were certified for much higher emission reductions than were actually achieved. DW asks Axel for his expert opinion on one particularly blatant failure of the auditing process: “The project should have never been approved. It’s not acceptable for the plant to already exist…The audit firm should be suspended.” Axel speaks to a larger issue at hand, namely that auditors have an incentive to please the audited companies in order to get further assignments.
