"Challenged on 3 fronts: the security of West Africa. 1. West Africa has been in the news in recent times due to the security challenges it faces. In the north, east and the eastern half of the south, the region seems to be boxed in by security challenges. 2. To the north is the rising momentum of terror groups that are sweeping across the Sahel and taking territories. With indiscriminate attacks and the spread of fear, states in the Sahel are currently facing political instability. 3. Extremists are not only stopping at the borders of these states: they are moving southwards to the savannah regions of littoral states. From eastern Sahel, through Mali and Burkina to south-eastern Niger, militants seem to control the northern fringes of West Africa—largely. 4. On the eastern fringes of the region are multiple security challenges. The Lake Chad Basin which covers the upper eastern border to the region has major security issues. The place is awash in extremism, and a major transit area for illicit arms from Central Africa. 5. The homogeneous ethno-religious makeup of the region makes transnational crimes fester. 6. To the south-east is the “Ambazonia” separatism in Cameroun that is increasingly becoming militant. The Anglophone population of the country that has felt marginalized over the decades is fighting for independence—some are asking for more autonomy. 7. The Paul Biya government is taking none of this. This is happening right on the border of West Africa. 8. To the eastern half of the south is the problem of piracy that has worsened in recent years. The kind of piracy in West Africa has been seen to be different from that of the Somali coast. In many cases in West Africa, pirates have shown interest in stealing cargo—especially oil. 9. While regional navies continue to patrol the waters, the threat is still there. 10. What are the effects? 11. West Africa has several important economies and strategic resources in the continent. Nigeria is the largest in terms of population and economy in Africa. Ghana, Cote d’Ivoire and Senegal are also important. 12. Nigeria is a major producer of oil in the world. In 2020 and 2021, Ghana topped gold production in Africa. Cote d’Ivoire is the number one cocoa producer in the world. 13. There are significant Uranium deposits and mines in the Sahel. Guinea has one of the largest Bauxite deposits in the world. 14. This calls for cooperation among regional and global players towards ensuring security in West Africa. The proximity of the region to Europe should not be taken lightly by Brussels. 15.     From November 20 to 22, security specialists from 15 member states of Regional Centre on Small Arms-RECSA and the United Nations gathered in Nairobi, Kenya, to confront the pressing issue of small arms and light weapons proliferation in Africa. RECSA Executive Secretary, Jean Pierre Betindji emphasized the critical need for improved information sharing and enhanced monitoring capacities to address this transnational challenge. Key strategies discussed included strengthening arms stockpile management and aligning with international treaties like the Arms Trade Treaty.     Authorities in Cote d’Ivoire and Madagascar undo Islamic State network planning to reach Europe. 1. Last month, during the West Africa Mining Security Conference, an Africa Director of the International Crisis Group made an interesting submission on terrorism in West Africa. 2. In explaining how the various countries seek to tackle the terror scourge, he mentioned that Cote d’Ivoire is doing well with its counterterrorism strategy. He partly attributed that to the leadership under the country's independence leader Houphoet Boigny. According to him, the Ivorian leader prioritized national security and maintained strong intelligence institutions for obvious reasons. 3. He explained that despite the Civil Wars and some terror attacks in recent decades, the country’s intelligence efficacy has bounced back. The country is, therefore, unlikely to experience a terror attack on the scale of what occurred in 2016 in Abidjan. 4. And so, what? 5. News that Ivorian and Malagasy security authorities have helped thwart and dismantle a terror network that was planning to reach and attack Europe gives credence to this assertion of the security expert. 6. In collaboration with French and American intelligence agencies, the two countries arrested 8 ISIS operatives of Syrian and Iraqi origin. The report adds that many of these operatives were released from a Sudanese prison in 2022. They subsequently, established a cell in the capital of Madagascar and proceeded to collaborate with accomplices in Cote d’Ivoire. 7. The Paris Olympics had been a target for the group. It was good they were rounded up before they could cause havoc. However, the success of the intelligence services of the two countries signals a counterterrorism message for Africa. 8. How? 9. Firstly, Africa is becoming increasingly attractive for terror organizations to operate. With porous and compromised borders, space for money laundering and relatively free range for illicit activities, the continent is becoming a location of choice for global terrorism from where attacks elsewhere could be planned. 10. Furthermore, more disciplined and proactive intelligence gathering could help avert attacks and uncover these networks. The works of the Malagasy and Ivorian intelligence speak to this. 11. Importantly too, the cooperation of the intelligence services of global security partners of Africa is essential to fighting the terror scourge across the world. There should be symbiotic relations between intelligence communities for the greater good. 12. Back to porous borders and compromised entry and exit points, my work with unival group GmbH gives me the confidence that the adoption of modern screening and detection technology as well as other detection concepts could help fight terrorism as rogue actors are denied entry and the conduit of illicit activities to fund their heinous trade get cut. 13.     Has anything changed with border security issues between the countries? "Opening of the Kenya-Somalia border crossings; a win for both countries and AfCFTA. 1. One of the major reports today in Africa has been the decision by Kenya and Somalia to open their borders to each other. 2. While earlier decisions on the same subject had not materialized, the current ministerial-level engagement shows how the two countries are determined to make it happen. 3. The 700 km border between the two Horn of Africa countries was formally closed in 2011 to block the ferocious approaches of Al-Shabaab to Kenya. Subsequently, Kenya had unilaterally entered Somalia to push back militants and later joined AU forces in the country. 4. While Kenya pursued its national security objectives, Somalia objected to the unilateralism that characterized its approach. Mogadishu had consequently accused Nairobi of interference. These developments deteriorated the diplomatic relations of the neighboring states. 5. And so, what? 6. Kenya and Somalia have both ratified the AfCFTA Agreement. However, as of February 2023, the latter had not deposited its document with the depository—an official completion of the process. 7. The opening of the borders between the two states could help Somalia build more confidence in the trade regime and appreciate the benefit it could derive from it. Kenya also stands to gain from the move. 8. How? 9. Firstly, a major aspect of trade between African states takes place between physical overland borders. Border regions have developed into economic hubs with significant economic activities. The tomato trade between Burkina Faso and Ghana is worth millions of dollars. Tonnes of goods are transported in the Accra-Lome-Cotonou-Lagos corridor. 10. Overland trade between Kenya and Somalia will be worth millions. 11. Furthermore, with Kenya’s booming and diversifying economy, Somalia—emerging from a long period of instability—could benefit from trading with it. This may include the importation of goods that could help the latter build its industrial base. 12. Also, among the immediate neighbors of Somalia, Kenya is geographically more convenient to trade with. The location of Mogadishu and the topography between the two states as compared to Ethiopia and Djibouti makes Kenya a more strategic partner to Somalia. This encourages trade. 13. The sheer opening of borders also means peace and cooperation between the two states. With thawing relations and concomitant increase in trade, other African states with cold relations may view the Kenya-Somali example as a positive development worth emulating. This could be positive for AfCFTA. 14. Security could also improve as the two countries cooperate to manage their borders. Here too, AfCFTA wins.     The heroin epidemic in Kenya: a likely “long war” for a promising country. 1. Kenya is the second-largest economy on the Indian Ocean Coast of Africa, and the third most populated country in the region. 2. It also maintains some of the largest shipping terminals along the important coast. This makes the country an important destination in the Indian Ocean rim. It is the gateway to Africa from South Asia and beyond. 3. Also, it means that rogue actors including drug traffickers have exploited the important entry points in the country for illicit activities. 4. And so what? 5. Reports that Kenya is increasingly becoming a major destination for heroin is bad news for one of Africa's most promising economies. 6. The country has reportedly moved from being a transit zone for traffickers trying to take illicit drugs to Europe and America to one that is faced with the challenge of its youth getting addicted to the substance—it has become a major market. 7. With an overwhelming proportion of its population being youth and with improved education over the decades, the heroin epidemic threatens the socio-economic stability of the country in the long term. Linked to drug use are urban and organized crime. These combined with the challenges it poses for Kenyan public health could be overwhelming. 8. According to a report by UNDOC in 2019, about $160 million worth of heroin was destined for the Kenyan market. At the time, it was estimated that the country had about 27,000 regular users—a figure that will be dwarfed by current statistics. 9. Worsening statistics on illicit drug use in developing countries as we see in Africa send negative signals if one considers the hurdles bigger economies still face in addressing similar challenges. 10. Other countries in the region face the same challenge. 11. Way forward? 12. Mostly, preventive measures against the problem, if achievable, work better than the curative approach. Even though traffickers could be evasive in bringing in the drugs, there are equally available cutting-edge technologies that could aid authorities in fighting the menace. 13. Also, early public education on drug use could be instrumental in creating awareness and controlling the worrying trend in the long term. 14.
