Global Fashion Agenda (GFA) is a non-profit organisation that fosters industry collaboration on sustainability in fashion to accelerate impact. With the vision of a net positive fashion industry, it drives action by mobilising, inspiring, influencing and educating all stakeholders. The organisation has been leading the movement since 2009 and presents the renowned international forum on sustainability in fashion, Global Fashion Summit in core fashion regions around the world. GFA influences policy through its advocacy efforts including the Global Textiles Policy Forum, publishes thought leadership including The GFA Monitor, Fashion CEO Agenda and Fashion on Climate, implements impact programmes including the Circular Fashion Partnership and the Global Circular Fashion Forum, presents educational guidance through the GFA Academy, and connects companies with solutions through the Innovation Forum. Working in partnership with a wide ecosystem of companies and organisations across the value chain, GFA spearheads the fashion industry’s journey towards a more sustainable future. Through its work, GFA reaches thousands of stakeholders including brands, innovators, NGOs, policy makers, manufacturers, investors and more.

We are pleased to announce the release of the Upstream Circularity Playbook — a comprehensive resource designed to help garment manufacturing regions scale circular business models by valorising post-industrial textile waste. Developed by Global Fashion Agenda with support from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (GIZ) and the H&M Foundation, the Playbook offers actionable tools and step-by-step guidance to establish and scale upstream circular ecosystems. Drawing on over 20 case studies from regions including Bangladesh, Cambodia, Indonesia, and Vietnam, it showcases collaborative strategies to unlock the potential of textile recycling technologies. Available for download in six languages — English, Bengali, Indonesian, Khmer, Simplified Chinese, and Vietnamese — the Playbook provides a clear roadmap for reducing dependency on virgin resources, driving economic impact, and enabling a scalable, circular future in manufacturing regions. In collaboration with Closed Loop Fashion, Circle Economy, and Reverse Resources, Global Fashion Agenda worked alongside Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to release the Sustainability Recommendation Paper on "Promoting Textile Waste Management and Recycling in the Garment, Footwear, and Travel Goods (GFT) Sector." Supported by the H&M Foundation, this paper provides strategic guidance for building a sustainable, circular future. As Cambodia prepares to graduate from the United Nations’ Least Developed Country (LDC) status, the GFT sector faces both challenges and opportunities. With over 136,000 tonnes of textile waste produced annually, shifting to a circular model could reduce environmental impact and add value. This report offers clear recommendations for advancing circular practices, aligning with EU sustainability directives, and supporting policy improvements.
