#incomesecurity Med projektet 'RefIPro' har vi det det erklærede formål, sammen med vores partnere, at forbedre sundhed 🥕 , ernæring og indkomstskabende muligheder for flygtninge i Uganda! Men hvordan? The question of the just transition from informality to formality is one of the most discussed in the informal economy workers’ movement. It will also be one of the items for discussion at the next International Labour Conference, in 2025. But what exactly do we mean by formalization? Formalizing jobs and activities undertaken informally means achieving not only recognition as contributors, but also gaining access to a series of rights, including social protection. Specifically for street and vendors and hawkers, formalizing their work translates into a series of rights that pertain with the free use of public space, the access to easy registration procedure and a fair and transparent taxation process. Formalisation is not an easy, straight-forward process. For example, if getting a decent place to work means only that street vendors have to move off the streets and get a stall in the market, that means not all the workers will have the means to pay for a stall - the situation will therefore create more exclusion and marginalization. Similarly, if formalization only results in the obligation to register and to pay taxes, street and market vendors and hawkers, especially the poorest ones (which are the majority of these workers worldwidey) would not have any incentive to formalize. Here’s what just human-centered and workers’ rights-based formalisation looks like for street and market vendors and hawkers: ✊🏾Recognition and Rights: Just formalization ensures street vendors are recognized as legitimate economic contributors, granting them rights like social protection and access to essential public services. ⚒️Secure Workspaces: Vendors gain secure, designated spaces to work without fear of eviction or harassment, with facilities such as sanitation, water, and shelter for safe and decent working conditions. 📜Fair Registration and Identification: Just formalization includes streamlined registration and affordable fees, with easy access to necessary identification, allowing vendors to work legally in public spaces. 🙅🏼♀️Protection from Violence and Evictions: A just approach to formalization involves protections against police brutality, arbitrary evictions, and other forms of mistreatment by authorities. 🗣️Social Dialogue and Inclusion: Just formalization means involving street vendor representatives in policy discussions, ensuring their voices are heard in decisions that affect their livelihoods, specifically in tripartite negotiations. 🏦Equitable and Transparent Taxation: Fair and transparent taxation policies are essential, with fees that reflect street and marketvendors and hawkers’ earnings and do not threaten their financial stability. We’ll continue to advocate for the full implementation of ILO Resolution 204 on the Transition from Informality to Formality, at all the national and international spaces we participate. 📷Tania Regina de Jesus, Rio de Janeiro, credits Andressa Ocker (Ocker Visuals).

More than ever there is a need for innovative solutions to income generation among refugees, finding ways to integrate them into the Ugandan economy. This is one of the things we are working on with out project 'Refugee Insect Production for Food and Feed' (RefIPro) funded by Novo Nordisk Foundation and implemented with local and regional civil society, business and university partners.
Recently, we had the pleasure of hosting in #Uganda Mr. Filippo Grandi, the UN High Commissioner for Refugees, who visited Rwamwanja Refugee Settlement and met with #refugees and the host communities. Uganda’s open-door policy has provided refuge to nearly 400,000 individuals since 2022, most of whom fled conflict in Sudan, South Sudan, and the DRC. Currently the country hosts over 1.75 million refugees. Amidst rising refugee numbers and decreasing humanitarian funding, Uganda’s welcoming approach remains remarkable. However, increased global support is essential to sustain the response. We are very grateful to our High Commissioner for shining a spotlight on Uganda’s steadfast commitment to refugee protection and peaceful coexistence with the host communities.
