These all targeted high-value goods or commodities such as cash, tobacco products, jewellery or precious metals, and often involved the use of highly sophisticated modi operandi such as blocking transit routes using burning stolen vehicles, impersonating police officers to force vehicles to stop, or, in some limited cases, the use of incapacitating gas to subdue drivers. These violent incidents highlight the significant motivation displayed by some of the threat actors targeting the supply chain in Europe when presented with the opportunity of high rewards, and once again emphasise the need for operators to remain alert and employ robust security measures when operating in violent incident hotspots. 🚨 Cargo Theft Threat As 2024 drew to a close, this incident highlights the continued threat of cargo theft and the potentially huge losses that manufacturers and logistics operators face. Thankfully, this was a result for the good guys as the Italian police made a routine stop of a truck on 27 December and found irregularities with the licensing and shipment documentation. On further investigation the police discovered that the driver was transporting a load of stolen cosmetics valued at EUR 1 million in an attempt to reach Slovenia. The cosmetics had been stolen the night before whilst in transit between France and Spain. The goods were recovered in the nick of time as the truck was only a few hours drive from the Slovenian border. This incident highlights the capability of criminal organisations to steal huge loads in transit and quickly transport them out of the region. 🚨 Threat Focus: Fuel Siphoning A fuel theft incident on the BAB-57 motorway in Alpen, Germany, ended with the successful arrest of two perpetrators. After siphoning fuel from a parked truck, the suspects were spotted by alert truck drivers who provided a description to the police. Police located the suspects' truck at a nearby rest area, discovering siphoning equipment, a fuel pump, and tanks capable of holding 1,000 litres, alongside containers of stolen diesel. 👉 This incident highlights the resources, capability, and intent of criminals engaged in fuel theft, who often target multiple rest areas in a single night. 👉 While the losses may be smaller than cargo theft, the damage to fuel tanks and delays to shipments can add significant costs to already tight margins for transport contracts. 🚨 Threat Focus: Fraud & Deceptive Pick Up In a previous content shared last month, we discussed the threats of fraud and deceptive pick-up. This matter was unfortunately once again well demonstrated by some of the incidents recently reported on the LandRisk Logistics System: - In the Netherlands, police officers recently arrested a fake transporter on his way to pick up a load of goods from a supplier after registering for the transport via a digital freight platform. Fortunately, the supplier was concerned about the credentials presented by the transport company and informed the police of their suspicion, thereby avoiding a loss. - This unfortunately was not the case in this other example, during which a company lost c. EUR 500,000 worth of goods to two fake drivers after appointing a fraudulent transport subcontractor to carry out two shipments between Austria and France. 🚨 Incident: Attempted theft from moving vehicle In this incident, recorded earlier this month, unknown perpetrators attempted to steal goods from a moving truck along a Polish motorway. A black Audi was seen driving right behind a truck whilst two men were standing on the car’s hood in an attempt to open the trailer’s back doors. Thankfully, another truck driver travelling along the same motorway witnessed the attempted theft and the perpetrators were forced to flee. Whilst this modus operandi has fallen out of favour since the dismantlement of a Romanian organised crime group particularly active between 2015 and 2020, several similar incidents have been reported over the course of 2024, thereby once again highlighting the motivation of criminal actors involved in cargo theft enterprises throughout Europe. 🚨 Incidents: Thefts at Motorway Rest Areas Every week, a significant proportion of the incidents recorded on the LandRisk Logistics System take place in non-secure rest areas along the major European motorways. For example, last week, Mossos d’Esquadra agents caught two people as they were attempting to steal goods from trucks in two adjacent rest areas in two different incidents in 24 hours: - In the first incident, two men were seen attempting to break into trucks in a rest area along the AP-7. Officers intervened, forcing them to run away. One of them managed to flee but the other was arrested. - The following evening, a man was caught slashing a trailer tarpaulin in the same rest area, on the opposite side of the motorway. These incidents once again remind us of the importance of parking in secure parking areas such as those certified to the TAPA PSR or EU SSTPA standards whenever possible to reduce the threat of cargo theft. 📢 Incident: EUR 500,000 damage as a result of truck theft In this incident, a truck loaded with 177 high-end e-bikes was stolen from a German industrial estate. Whilst most of the conversations discussing the threat of stopping in unsecured parking concentrate on rest and services motorway areas, incidents like this remind us that the threat of cargo theft extends to all geographic areas with a high concentration of potential targets found static in areas with limited preventive measures. The damage of this specific incident was estimated at c. EUR 500,000: a significant blow to the target and goods manufacturer. ⚠️French farmer protests disrupt supply chain: A risk for logistics and transport 🚚 Recent protests by French farmers highlight that threat that activism incidents pose to the supply chain. In one recent incident French Farmers stopped Spanish trucks transporting wine and spilt 100,000 litres of wine from two trucks onto the road at a protest at the Le Boulou toll booth on the A-9 motorway. This is a preferred spot for French farmer protests and has been targeted in previous protests as it presents a ‘bottle neck’ in the road-based supply chain at the French/Spanish border. Protesters also blockaded logistics facilities in Mont-de-Marsan and Beychac-et-Caillau. Incidents such as this can take place at short notice and target specific industry sectors, in this case imported food and alcohol products.
