Call for the submission of proposals for supporting youth organisations active at European level

1.   OBJECTIVES AND DESCRIPTION

Decision No 790/2004/EC (1) of the European Parliament and the Council of 21 April 2004 adopts a Community action programme for the promotion of youth organisations active at European level. The budget heading 15 07 01 02 (ex A-3029) of the general budget of the European Communities provides support for these organisations.

The present call for proposals corresponds to the grants that will be awarded in 2005 (1 January to 31 December). The main aim of these grants is to reinforce Community action in the field of youth and to increase its effectiveness by providing support to organisations active in this field.

The programme provides support to the permanent activities of organisations pursuing an objective of general European interest in the field of youth or an objective that is set out in the political framework of the European Union in this field.

These activities should contribute or be able to contribute to the active participation of young citizens in public life and in society, as well as to the development and implementation of Community cooperation actions, in a broad sense, in the field of youth.

2.   ELIGIBLE APPLICATIONS

Applications that meet the following criteria will be the subject of an in-depth evaluation.

2.1.   Eligible organisations

To be eligible for an operating grant, the organisations must fulfil the following requisites:

legally established for more than one year,

non-governmental,

non-profit-making,

youth organisation, or an organisation with a broader scope but which includes a section of its activities exclusively dedicated to youth,

receive co-financing amounting to at least 50 % of its total annual budget from sources other than the European Union budget,

include, among its staff, at least one permanent person.

2.2.   Eligible countries

Proposals submitted by organisations with a legal status and located in one of the following countries are eligible:

European Union (EU): Austria, Belgium, Denmark, Germany, Spain, Portugal, France, Italy, Sweden, United Kingdom, Ireland, Luxembourg, the Netherlands, Finland, Greece, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Czech Republic, Slovakia, Slovenia;

Countries that are simultaneously members of the European Free Trade Association (EFTA) and the European Economic Area (EEA): Iceland, Liechtenstein, Norway;

Candidate countries: Bulgaria, Romania, Turkey.

The Commission has the possibility to select a proposal from an applicant from an EFTA/EEA country or a candidate country provided that, on the date of selection, agreements have been signed setting out the arrangements for the participation of these countries in the programme established by Decision No 790/2004/EC.

The applicant organisations must have active members in at least eight of the countries indicated above.

The organisations must make provisions in their annual programme for a series of activities devoted to promoting and developing European ideals among young people and helping young people to play an active part in European civil society.

In particular, such activities must be connected with the subjects covered by the Commission's White Paper on youth ‘A new impetus for European youth’ (2).

3.   BUDGET

The total budget allocated to co-financing the operating costs of youth organisations operating at European level is estimated at EUR 2 310 000 for 2005. The grant awarded by the Commission may not exceed 50 % of the total operating costs approved by the Commission.

The maximum grant will be EUR 35 000.

4.   DEADLINE

Proposals must be submitted to the Commission at the latest by 31 December 2004.
