COMMISSION IMPLEMENTING REGULATION (EU) 2023/103
of 12 January 2023
amending Implementing Regulations (EU) No 1242/2014 and (EU) No 1243/2014 as regards technical specifications and rules for the presentation of cumulative data on operations and information to be sent by Member States
THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) No 508/2014 of the European Parliament and of the Council of 15 May 2014 on the European Maritime and Fisheries Fund (1), and in particular Articles 97(2) and 107(3) thereof,
Whereas:

Regulation (EU) No 508/2014 on the European Maritime and Fisheries Fund provides for specific measures to alleviate the consequences of the military aggression of Russia against Ukraine on fishing activities and to mitigate the effects of the market disruption caused by that military aggression on the supply chain of fishery and aquaculture products (hereinafter ‘specific measures’). |

In order to allow a reliable monitoring and reporting of operations related to the specific measures, adjustments should be made to the technical specifications and rules for the presentation of cumulative data on operations and information to be sent by Member States pursuant to Commission implementing Regulations (EU) No 1242/2014 (2) and (EU) No 1243/2014 (3). |

Since the deadline for providing cumulative data on operations by 31 March each year pursuant to Article 97(1)(a) of Regulation (EU) No 508/2014 is already passed for 2022, Member States should submit this information in the amended format only as of 2023, so as to ensure a consistent and harmonised reporting. |

Implementing Regulations (EU) No 1242/2014 and (EU) No 1243/2014 should therefore be amended accordingly. |
(5) |
In order to ensure sufficient time is provided for Member States to report cumulative data on operations related to the specific measures by the deadline of 31 March 2023, this Regulation should enter into force as soon as possible. |

The measures provided for in this Regulation are in accordance with the opinion of the Committee for the European Maritime, Fisheries and Aquaculture Fund, |
HAS ADOPTED THIS REGULATION:
Article 1
Amendments to Implementing Regulation (EU) No 1242/2014
Annex I to Implementing Regulation (EU) No 1242/2014 is amended in accordance with Annex I to this Regulation.
Article 2
Amendments to Implementing Regulation (EU) No 1243/2014
Annex I to Implementing Regulation (EU) No 1243/2014 is amended in accordance with Annex II to this Regulation.
Article 3
This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

ANNEX I
In Annex I to Implementing Regulation (EU) No 1242/2014, in the table, in entry 25, the text of the second column (‘Content of field’) is replaced by the following:
‘Mitigation of the COVID-19 outbreak or measures to alleviate the consequences of the military aggression of Russia against Ukraine on fishing activities and to mitigate the effects of the market disruption caused by that military aggression on the supply chain of fishery and aquaculture products’.
ANNEX II
In Annex I to Implementing Regulation (EU) No 1243/2014, Part F is replaced by the following:
