Legislative resolution embodying Parliament's opinion on the proposal for a Council Decisionconcluding the Agreement for scientific and technological cooperation between the European Community and the Government of the United States of America (COM(98)0137 - C4-0517/98 - 98/0095(CNS)(Consultation procedure)

The European Parliament,

- having regard to the proposal for a Council Decision, COM(98)0137 - 98/0095(CNS) ((OJ C 162, 28.5.1998, p. 10.)),

- having regard to the Council Decision of 1 December 1997 to sign the Agreement, and the subsequent signing of the Agreement on 5 December 1997,

- having been consulted by the Council pursuant to Article 130m, in conjunction with the first subparagraph of Article 228(3) of the EC Treaty (C4-0517/98),

- having regard to Rule 90(7) of its Rules of Procedures,

- having regard to the report of the Committee on Research, Technological Development and Energy and the opinions of the Committee on Budgets and the Committee on External Economic Relations (A4-0350/98),

1. Approves conclusion of the agreement;

2. Instructs its President to forward this opinion to the Council, the Commission, and the governments and parliaments of the Member States and of the United States of America.
